About this file

This is a Justification for Limited Source/Sole Source/Brand Name procurement document (Amendment 01) issued by the Defense Information Systems Agency (DISA).

DISA is awarding a sole-source contract to CACI for SPS/PD2 (Standard Procurement System/Procurement Desktop Defense) sustainment services, support, and license renewal. The contract is issued under FAR Part 8.401 (Federal Supply Schedule ordering) through contract number GS-35F-349CA, task/delivery order HC104727F0004, with funding document number HC109127PS10003 and CSS tracking number 622675881. This is a Fixed-Price (FFP) contract with an estimated value not fully disclosed in the document due to redactions. Amendment 01 increases the estimated value because the offeror's proposal exceeded the Independent Government Cost Estimate (IGCE); the Government determined the proposed price fair and reasonable. The performance period is November 1, 2026 through December 31, 2026 (two-month base period), with one three-month option from January 1, 2027 through March 31, 2027.

CACI is justified as the sole source because it is the only contractor with requisite knowledge, experience, and proprietary rights to maintain this complex legacy contracting system. CACI owns the source code for SPS/PD2, maintains 500 user application licenses required for system operation, and possesses institutional knowledge of all historical versions and functionalities. The system interfaces with critical federal systems including the Federal Procurement Data System-Next Generation and System for Award Management. DISA obligates over one billion dollars annually using SPS/PD2 and requires uninterrupted expert-level support to prevent mission failure and contract processing delays. Current user licensing expires October 31, 2026. Market research dated September 28, 2026 confirmed only CACI can fully meet the Government's needs. FAR Part 8.401: Ordering under the Federal Supply Schedule

5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE

NATURE OF THE ACQUISITION REQUIRED: CACI is the only contractor with the requisite knowledge, experience, and proprietary rights necessary to perform the required SPS/ PD2 sustainment services without causing mission failure. The SPS/PD2 system is a complex, legacy contracting suite that includes numerous proprietary applications, third-party software integrations (Sybase, webMethods), and custom interfaces to critical federal systems like the Federal Procurement Data System- Next Generation and the System for Award Management. As detailed in the Performance Work Statement, the contractor is responsible for maintaining the source code for all deployed versions, developing and distributing scripts to mitigate software defects, and providing Help Desk support. This requires an unparalleled level of institutional knowledge covering all historical versions and functionalities of the SPS product family. The proposed sole source contractor is the only option to complete this requirement because they retain the data rights and own the source code for the identified application. Only the source code owner can make updates. PD2 is a standalone, contract writing system and CACI is the only contractor with any working knowledge of the system. Since PD2 is the only contract writing system DISA utilizes, if the proposed contractor is not awarded this effort, DISA would lose operational ability to write, award, and administer contracts. Any third-party vendor attempting to troubleshoot or modify the core code would violate CACI's intellectual property rights and End User License Agreements. CACI is also the sole licensing authority/provider of the 500 user application licenses required for the continued operation of the system. CACI is the only vendor that can grant and maintain these operational licenses.

Pursuing this requirement with any contractor other than CACI would have severe effects on DISA and its mission to support the Warfighter. The SPS/PD2 system is the sole in-house electronic Contract Writing System used by DITCO to obligate over billion annually. A failure to provide uninterrupted, expert-level support would result in DITCO mission failure. Current DISA SPS PD2 user licensing ends October 31, 2026. Without the necessary licensing and associated help desk support, DITCO’s ability to process and award contracts would be at a complete standstill, directly delaying the delivery of essential Information Technology and Telecommunication resources to military operations worldwide. Additionally, any disruption in the functionality of the SPS/PD2 system or its interfaces with financial, payment, and logistics systems would critically impair the accurate tracking of fiscal data and break the continuity of contracting operations.

6. MARKET RESEARCH:

Based on current market research, dated September 28, 2026, it has been determined that only the aforementioned product support service and user license renewal provided by CACI, can fully meet the Government’s need and is in the best interest of the agency.
