About this file

This is a Justification & Approval (J&A) document for an exception to fair opportunity under Federal Acquisition Regulation (FAR) Subpart 16.5 for a bridge task order on a Multiple Award Contract (MAC). The Defense Information Systems Agency (DISA), through its Defense Information Technology Contracting Organization (DITCO) PS6 (PS62), is issuing a sole-source bridge task order to Booz Allen Hamilton, Inc. (BAH) under Alliant II contract 47QTCK-18-D-0004. The bridge will provide subject matter expertise to support the planning, development, and delivery of the Combined Federated Battle Laboratories Network (CFBLNet) services, a critical component of the Mission Partner Environment (MPE) that serves all Combatant Commands, Services, and Agencies with an agile IT foundation. The Period of Performance spans twelve months (26 March 2026 – 25 March 2027) with two optional three-month extensions (through 25 September 2027), bridging the gap between the expiration of the current task order 47QFSA-22-F-0138 on 25 March 2026 and the anticipated award of a competitive follow-on contract around 25 September 2027.

The sole-source justification is based on FAR 16.505(b)(2)(i)(C), which permits logical follow-on orders in the interest of economy and efficiency. DISA asserts that BAH is the only source capable of providing uninterrupted CFBLNet support without substantial service disruption, given the specialized nature of the work and BAH's unique institutional knowledge accumulated since September 2022. The J&A quantifies that onboarding a new contractor would result in estimated duplicated costs exceeding 44% of the follow-on contract value and create an unacceptable delay of 13–22 months across source selection, bid protest risk, onboarding, and development rework. Cost/price fairness will be determined by comparing proposed GSA multiple award schedule rates and labor hours against current contract prices and an independent Government cost estimate. DISA commits to conducting a full and open competitive solicitation for the follow-on requirement upon award of the bridge contract, with all efforts made to maximize competition thereafter.

JUSTIFICATION & APPROVAL (J&A)

FOR EXCEPTION TO FAIR OPPORTUNITY FEDERAL ACQUISITION

REGULATION (FAR) SUBPART 16.5 ACQUISITIONS

Multiple Award Schedule (MAS)/ Multiple Award Contract (MAC)

Orders under MAC/ Fair Opportunity – FAR 16.505

Purchase Request Number: To be determined (TBD) Contract Number: 47QTCK-18-D-0004 Task/Delivery Order Number: TBD Procurement Title: Combined Federated Battle Laboratories Network (CFBLNet) Support Services Bridge Estimated Value:

Authority: FAR 16.505(b)(2)(i)(C)

J&A Number: JA26-029

Upon the basis of the following justification, I, as the Procuring Activity Competition Advocate (PACA) hereby approve this exception to fair opportunity pursuant to the authority of FAR 16.505(b)(2)(i)(C).

1. REQUIRING AGENCY AND CONTRACTING ACTIVITY:

Requiring Agency:

Defense Information Systems Agency (DISA) 6910 Cooper Avenue Fort Meade, Maryland 20755

Contracting Activity:

DISA/Defense Information Technology Contracting Organization (DITCO) PS6 (PS62) 6910 Cooper Ave Fort Meade, Maryland 20755

2. NATURE/DESCRIPTION OF ACTION(S): This is an exception to fair opportunity issued to bridge the time period between the expiration of task order 47QFSA-22-F-0138 and the award of a follow-on to that order, which is currently expected to be made within 18 months after date of award.

3. DESCRIPTION OF SUPPLIES/SERVICES: The task/delivery order bridge is to provide subject matter expertise to support the planning, development, and delivery of uninterrupted multinational CFBLNet services and capabilities for a global user base. CFBLNet is a critical component of the Mission Partner Environment (MPE) which includes networks and projects of

Page 2 of 5 Pages the Mission Partners Capabilities Office (MPCO) technical services portfolio. The MPCO technical services will enable a global enterprise, virtualized full-service platform that will facilitate and provide all Combatant Commands, Services, and Agencies (CC/S/A) with an agile and flexible information technology (IT) foundation for improving mission execution to meet dynamic requirements with their mission partner (MP)s.

Booz Allen Hamilton, Inc. (BAH) currently provides the services under Alliant II contract 47QTCK-18-D-0004, task order 47QFSA-22-F-0138. The bridge will ensure that continuity of CFBLNet support is in place until the competitive follow-on is awarded and services transitioned. The Period of Performance (PoP) for the bridge is a twelve-month base period (26 March 2026 – 25 March 2027) with two, three-month option periods (26 March 2027 – 25 June 2027, and 26 June 2027 – 25 September 2027). The total estimated value for the bridge PoP is

4. IDENTIFICATION OF EXCEPTION TO FAIR OPPORTUNITY

The scope of the requirement for the follow-on mirrors the requirement of the initial order and in doing so, utilizes the same General Services Administration (GSA) multiple award schedule rates and labor hours. With the PoP ending 25 March 2026, this exception would allow us to begin with a PoP date of 26 March 2026 removing the risk of a gap of service. Due to this, the follow-on is logical in terms of scope, period of performance and value.

(a) Exception to Fair Opportunity.

FAR 16.505(b)(2)(c), The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

(b) Justification.

(1) Proposed sole source contractor. The follow-on cannot be awarded and services transitioned prior to the current task order expiration of 25 March 2026 due to the extensive evaluations. Booz Allen Hamilton is the only source that can fulfill this requirement without risk of a substantial break in service/support to the CFBLNet. A sole-source action is necessary to the award of the follow-on contract 47QTCK-18-D- 0004, Task Order 47QFSA-22-F-0138. There is a logical relationship between the initial order and this sole source because the required services have a similar scope to the highly specialized work completed under the initial order, and only the original contractor has the requisite knowledge and experienced personnel to perform the work without a material change in value.

BAH is the only source that can fulfill this requirement without risk of a substantial break in service to the Mission Partner Environment (MPE). A sole-source action is required in order to award the follow-on contract. A bridge contract for BAH is critically necessary to ensure the continuity of services for the DISA and the CFBLNet. The current task order expires on 25 March 2026, which is insufficient time to award a competitive follow-on contract and transition services without a
