About this file
This document is a set of Questions and Answers related to a federal contract opportunity for Video Teleconferencing (VTC) Integration.
The key details are:
- The purpose of this RFI is to identify a hardware and/or software solution that will integrate traditional video meeting rooms and VTC devices to Microsoft Teams on a secure internet protocol router network (SIPRNet).
- The RFI indicates that JITC certification may not be required for a software-only solution, but will be assessed on a case-by-case basis.
- Microsoft certification for Cloud Video Interoperability (CVI) is not an explicit requirement, but the government is open to both CVI and non-CVI products.
- The solution should support both SIP and H.323 connectivity, and allow Microsoft Teams Rooms (MTR) devices to dial SIP/H.323 and be reached by standards-based infrastructure.
- Compliance with both FIPS 140-2 and the newer FIPS 140-3 standard is required.

VTC Integration Video Teleconferencing (VTC) Integration
| Question | Question/Comment | Government Response | RFI Change (Y/N) | Location of Change |
| 1 | It appears that the desired solution will need to support SIP and H.323 devices/ connectivity on at least one side of the gateway/interop solution. It is our understanding that any solution that is operating on a DOD network and communicating with these devices over network paths needs to be JITC certified- whether they are a hardware or software solution (or combination of both). The RFI seems to indicate that this may not be the case for a software only solution. Is DISA waiving the JITC certification for this effort? | If a product falls outside of the scope of the DoDIN APL as defined by the Unified Capabilities Requirement (UCR) 2013 Change 2 and JITC certification requirements then the requirement to certifiy will not be neccesary. |
| However, each product will have to be assessed by, DISA leadership, the RFI program PM, and JITC on a case by case basis to determine if certification is necessary. | N | N/A | |||
| 2 | Nowhere in the RFI is Microsoft Certification mentioned. Starting in 2019, Microsoft developed a Cloud Video Interoperability (CVI) solution and required interested vendors to support Microsoft CVI conditions to achieve Microsoft certification. Vendors that are not "certified" do not qualify for any support and customers who purchase non-certified solutions receive no support or guarantee from Microsoft when issues arise. Microsoft Certification means bugs get fixed, security issues are handled and customers are included in Microsoft privacy review processes. In addition, Microsoft alerts their certified partners of any upcoming changes and they work with their partners to ensure that CVI functionality is maintained. Lastly, Microsoft invites their CVI certified partners to planning meetings where new features and functionality are discussed and prioritized. Non certified solutions are not recommended by Microsoft. Given all that, we see no mention of Microsoft certification on this RFI. Is it a requirement to be Microsoft certified and/or supported by Microsoft? | As of now, all CVI and non CVI prodcuts can provide input to the RFI. The certification is agnostic pending direction of the PM and DISA leadership. | N | N/A | |
| 3 | 2. Does high-side teams support anonymous guest join if connecting to the TEAMS interface via WebRTC? It’s important to understand whether Anonymous guest join is allowed or if any WebRTC-based connectivity will require additional O365 Licenses on a per-endpoint basis. (For MS Entra Authentication). | Yes, Microsoft Teams does support anonymous WebRTC guest access and does not require a license. | N | N/A | |
| 4 | Since the long-term direction of the market will likely move toward platform-specific rooms, will enhancements with Microsoft Teams Room be important for the chosen solution? Should Mission Partner MTR devices be able to dial SIP/H.323 and should the solution offer a way for those devices to be reached by standards based infrastructure? | Yes, MTRs can be configured to use both SIP/H.323. | N | N/A | |
| 5 | In a number of places within the RFP, it mentions/references FIPS-140-2 certification and compliance. Since that standard is outdated/sunsetted, should the RFI not ask for compliance with FIPS-140-3, the new standard? | Yes, compliance with FIPS 140-2 and FIPS 140-3 is required until FIPS 140-2 is sunset. | N | N/A |
