2. NATURE/DESCRIPTION OF ACTION(S): The nature of this action is to award a hybrid firm-fixed-price (FFP) and cost-plus fixed-fee (CPFF) sole source bridge task order for a base period of six (6) months to continue the services currently provided under the Joint Command and Control (C2) Capabilities Systems Engineering (SE) task order HC1028-08-D-2025-VC22.

The task order will also include FAR 52.217-8 that allows for the Government to extend the term of the order by up to 6 months for circumstances unforeseen by the Contracting Officer. The period of performance (PoP) for the bridge contract, should the optional 6 month extension be exercised is, 8 August 2019 – 7 August 2020. This extension will ensure continued support during the award period of the follow-on contract. Fiscal Year (FY) 2019 and FY 2020 Operations & Maintenance (O&M) and Research Development Test & Evaluation (RDT&E) appropriations will be used to fund this bridge effort.

Joint Command and Control (C2) Capabilities Systems Engineering Bridge-JA19-144

3. DESCRIPTION OF SERVICES: Continuity of services is required to support SE activities within the Services Development Directorate (SD) portfolio of projects and programs. This effort implements and supports a systems engineering and integration process for the development of Joint C2 capabilities based on the Joint C2 Objective Architecture. It supports all systems engineering disciplines as well as integration and transition of those capabilities.

The Systems Engineering & Integration (SE&I) Division is specifically tasked with providing SE support for the Joint C2 portfolio of programs and projects within SD. The intent of this requirement is to procure specific services to implement and support a systems engineering and integration process for the development of C2 capabilities based on the Joint C2 Objective Architecture. Specifically, the following services are required:

Developmental and Non-Developmental Engineering support needed to produce Joint C2 capabilities for the Services Development Directorate.

Joint C2 Systems Engineering Process support and analysis, configuration management policy and procedures, developmental and non-developmental configuration management, technical experiments and investigations.

Joint C2 developmental and non-developmental integration activities support.

Joint C2 GCN Enclave support for maintaining and sustaining all its supported environments.

Developmental deployment support in the transition of those individual developmental projects/programs.

Non-developmental deployment support transition of those individual sustainment, maintenance or operations & support projects/programs.

JOPES-GCCS Air Force system administration and infrastructure support.

4. SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION THAT THE

PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE NATURE OF THE

ACQUISITION REQUIRES USE OF AN EXCEPTION TO FAIR OPPORTUNITY:

(a) Exception to Fair Opportunity. The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

(b) Justification.

(1) Minimum Government Requirements. The Joint C2 Program Management Office (PMO) and its stakeholders all depend on daily services currently rendered by the incumbent contractor (Leidos) such as engineering support, configuration management, and deployment support to those projects in maintenance, sustainment, or operations & support (e.g. JPES capabilities, JOPES, Strategic Watch).

(2) Proposed sole source contractor. The proposed sole source contractor is Leidos, 6909 Metro Park Drive, Metro Park 8, Alexandria, VA 22310.

(3) Discussion Regarding Cause of the Limited Source Situation. The requirements currently on order HC1028-08-D-2025-VC22 are planned to transition into the award for the C2 Systems Engineering indefinite delivery indefinite quantity (IDIQ).

However, the contract award has suffered unforeseeable delays. Due to the delays of the award for the C2 Systems Engineering IDIQ, the only source that can fulfill this requirement without a risk of a substantial break in service/support to the C2 SE&I division is Leidos as they are the contractor on the current contract providing this support. The current contract supports the C2 systems Senior DoD Officials by providing synchronized operations from dispersed locations and provides joint Command, Control, Communications, Computers and Intelligence (C4I). In addition, the contract supports the entire force projection cycle while providing responsive command and control. The current effort has the capability to assess the level of success and retain flexibility to re-engage with precision by allowing the Joint Task Force (JTF) commander the ability to maintain dominant battlefield awareness through a fused, integrated, near real-time picture of the battle space.

(4) Procurement discussion. The requirements of this C2 Systems Engineering effort will be included in the new C2 Systems Engineering IDIQ which will be an overarching approach for fulfilling requirements to provide systems engineering technical and management support for the planning, implementing, and executing of current and future enterprise Information Technology (IT) capabilities and computing services.

The new award has an estimated award date of December 2019. The proposed sole source task order will be awarded utilizing the ENCORE III IDIQ contract and will be a hybrid contract type consisting of FFP and CPFF contract line items.

(5) Impact. Failure to award this logical follow-on to Leidos would cause significant schedule delays and would have a direct adverse impact on the user community, which includes the Joint Staff-designated critical sites (COCOMs, service components, etc.), Military Departments, and coalition partners at locations around the world and at multiple levels of command. This failure of support will create vulnerabilities in our defense systems and put the war fighter at risk especially within the battle space.

5. COST/PRICE FAIR AND REASONABLE DETERMINATION:

The continuation of the C2 SE requirement through DISA’s ENCORE III represents the best value and results in the lowest cost alternative considering the price and limited time to have the bridge contract in place to meet the needs of the program office. DISA has determined that the prices provided by Leidos through its ENCORE III contract are fair and reasonable. However, the Contracting Officer will make a determination of fair and reasonable pricing for the individual order using techniques defined in FAR 15.404-1, thus, providing the Government with the best value for the C2 SE bridge effort. Leidos will also be required to submit certified cost and pricing data during proposal submission.

6. MARKET RESEARCH: This contract action is required to ensure continued support until the award of a follow on contract is complete. Market research was conducted for the new C2 Systems Engineering IDIQ award was conducted within the last 12 months. The market research identified potential sources which enabled the follow-on contract to be conducted as an open market small business set-aside. IAW DARS 10.002 Procedures, (S-91)(2), market research is not required for bridge contract actions.

7. ANY OTHER SUPPORTING FACTS: N/A

8. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS

THAT LED TO THE EXCEPTION TO FAIR OPPORTUNITY:

(a) Current Contract: The services are currently provided under an ENCORE II task order HC1028-08-D-2025-VC22. The period of performance is 08 August 2014 – 07 February 2015 with three one-year option periods and a six-month extension authorized in accordance with FAR 52.217-8 which will result in a final expiration of 07 August 2019.

The existing task order was solicited as unrestricted using Fair Opportunity Procedures in accordance with FAR 16.505(b)(1). The contract type is hybrid with FFP and CPFF contract line items.

(b) Status: The current contract expires 07 August 2019. The requirements from HC1028- 08-D-2025-VC22 will transition to the new C2 Systems Engineering IDIQ contract that is estimated to be awarded in December 2019.

9. REFERENCE TO THE APPROVED ACQUISITION PLAN (AP): IAW DISA Acquisition Regulation Supplement (DARS) 7.103 (S-91), an AP is not required.
