About this file

This Statement of Work (SOW) details a cloud-hosted Team Awareness Kit (TAK) server requirement for the 621st Contingency Response Wing (621 CRW) at Joint Base McGuire-Dix-Lakehurst, NJ. The government seeks a fully operational, IL4-compliant cloud environment that provides real-time situational awareness and command-and-control capabilities for globally dispersed military operations, enabling personnel to use mobile devices for mission-critical information exchange such as geospatial position updates, terrain overlays, and live communications.

The contractor must provide a TAK server with 24/7 accessibility, 99.9% monthly uptime, secure IL4 authentication, scalable user connections, and technical support with 30-minute response times for critical issues. Key requirements include hosting within a government-approved cloud environment, implementing comprehensive security controls, maintaining compatibility with current ATAK client versions, and supporting WebTAK and ATAK/iTAK connectivity. The contract period is one year from award, with potential extension options, and the service must meet DoD Impact Level 4 standards for handling Controlled Unclassified Information (CUI) on NIPRNet.

STATEMENT OF WORK (SOW)

TAK Server As a Service

For Joint Base McGuire-Dix-Lakehurst (JB MDL), NJ

1. INTRODUCTION/BACKGROUND

The 621 CRW requires a cloud-hosted Team Awareness Kit (TAK) server to support real-time situational awareness and command-and-control (C2) capabilities for globally dispersed operations. By hosting the TAK server in a secure cloud environment, the Wing’s personnel can utilize mobile devices (smartphones, tablets, rugged laptops) to transmit and receive mission-critical information. This includes—but is not limited to—geospatial position updates, terrain overlays, live text-based communications, and points of interest.

Impact: This enhanced connectivity is pivotal for coordinating multiple, concurrent missions worldwide, ensuring robust communication, and enabling the 621 CRW to rapidly respond to contingency operations, humanitarian assistance, and other mission sets.

2. SCOPE OF WORK

The contractor shall provide a fully operational, IL4-compliant, cloud-hosted TAK server for the 621 CRW. In addition, if applicable, the contractor shall incorporate integrated video streaming support within the same secure environment. Due to personnel turnover rates, and undetermined scope of responsibility, the TAK server must also provide an additional easily configurable and tailorable user experience that allows non-technical savvy personnel to onboard users, manage users, and provide ease of device connection to the TAK service. This service should provide WebTAK as well as ATAK/iTAK connectivity preferences.

2.1 KEY OBJECTIVES

• 24/7 Accessibility & Redundancy – Ensure continuous availability of the TAK server for worldwide mission use.

• Secure IL4 Environment – Maintain compliance with DoD IL4 requirements for Controlled

Unclassified Information (CUI).

• Scalability – Support simultaneous user connections from multiple global locations without performance degradation.

• Technical Support – Provide technical assistance to resolve service outages, changes, or performance issues.

3. CONTRACTOR RESPONSIBILITIES

• Cloud Hosting & Technical Infrastructure o Host the TAK server within a government-approved, IL4-compliant cloud environment.

o Provide secure user authentication and data encryption in transit and at rest.

o Deliver any necessary system interfaces or integration points for real-time data exchange.

• Certification & Accreditation Support o Supply documentation, artifacts, and security controls information to facilitate any required certification or accreditation processes.

o Cooperate with government security personnel or other designated authorities to maintain IL4-level compliance.

• Performance & Reliability o Maintain a minimum 99.9% monthly uptime for all hosted services.

o Offer technical support with clearly defined response times (e.g., within 30 minutes for critical issues).

o Conduct timely patches, updates, or security vulnerability mitigation measures with minimal service disruption.

• Maintenance & Upgrades o Perform routine maintenance and upgrades as needed to ensure full compatibility with current ATAK client versions.

o Provide notification to government stakeholders prior to scheduled maintenance or software updates that may affect system availability.

• Training o No formal training is required for end-users; however, the contractor shall make available basic user orientation resources (e.g., quick-start guides, FAQs) if requested.

4. DELIVERABLES

• Access Credentials – Provide administrative credentials and user accounts (if applicable) to authorized government personnel upon service initiation.

• Security Documentation – Submit required documents (e.g., System Security Plan, Cloud Security Assessment Reports) to the government for accreditation and record-keeping.

• Incident Response & Support Procedures – Deliver a concise escalation plan that includes phone numbers, email addresses, and a web-based ticketing system or portal for technical support issues.

• Monthly Service Reports (Optional, if requested) – Summaries of system health, uptime statistics, incident history, and security updates.

5. GOVERNMENT-FURNISHED PROPERTY (GFP)

• The government will not provide any hardware, software, or network infrastructure for this project. All hosting resources shall be furnished by the contractor.

• The government will provide relevant points of contact and mission information as needed to facilitate set-up and accreditation.

6. SECURITY REQUIREMENTS

• The hosted environment must meet or exceed DoD Impact Level 4 (IL4) standards for handling CUI on NIPRNet.

• The contractor shall implement all necessary security controls to prevent unauthorized access and ensure data integrity.

• The contractor shall promptly report any security incidents or breaches that could affect government data.

7. PERIOD OF PERFORMANCE (PoP)

• The period of performance is for one (1) year from the date of contract award or as otherwise specified in the final contract.

• Should an extension or renewal be required, the government reserves the right to exercise additional option periods, subject to funding and mission requirements.

8. PLACE OF PERFORMANCE

• All hosting services shall be performed remotely from the contractor’s cloud environment.

• There is no requirement for contractor personnel to work on-site at JB MDL or any 621 CRW location unless otherwise specified for liaison purposes.

9. POINTS OF CONTACT

10. ACCEPTANCE & WARRANTY

• Acceptance Criteria o The government reserves the right to validate service functionality prior to acceptance, ensuring the TAK server is accessible, stable, and meets stated IL4 requirements.

• Warranty & Service Guarantee o The contractor shall provide a standard commercial warranty or service-level guarantee that covers uptime, support responsiveness, and defect resolution at no additional cost to the government.

o Prior to final acceptance, the contractor shall furnish all applicable warranty and service documentation, including points of contact for technical support and escalation procedures.
