Architectural/Engineering services to verify existing conditions, design and prepare contract working drawings and specifications for Project No. 619A4-21-104 “Replace Roof and Install Fall Protection for Building 65, 83, 88, 97, 120”. This project will replace, repair and correct roof deficiencies including but not limit to the items identified in the 2016 VISN 7 Facilities Condition Assessments
(FCA) for Central Alabama Veterans Health Care Systems-East (CAVHCS-East).
2. The scope of work of this project is the development of construction documents (drawings and specifications, etc) for various buildings. This project will replace the roof and correct lighting protection in Building 65, 83, 88, and 97. This will also install fall protection in Building 65, 83, 88, 97, and 120. The project shall include replacing gutters that show evidence of leaking and sagging.
Deteriorated wood fascia and trim work will be repaired. Project will be inclusive of upgrading/repairing the roof insulation in all targeted buildings. Project will deem necessary to meet the minimum code insulation level of R-30.
3. Professional (PE) Architect/Engineer services to include phasing recommendations, planning, consultation and visits, investigation visits before design, design work, preparation of contract drawings and specifications for construction bidding, constructability reviews at each design review, design for accessibility for maintenance and operation of all systems, perform energy savings review
& analysis, preparation of cost estimates including contractor bid analysis and recommendations, and participation in any pre-bid and pre-construction conferences. In addition, provide construction period services for demolition, construction, inspection, and commissioning services of all work for this project.
4. All designs will be done according to VA specifications, Design Guides, VA HVAC Design Manual for
New, Replacement, Addition, and Renovation of Existing VA Facilities, Infection Control guidelines and all applicable codes. The design will be structured so as to require minimum interruption of space function during construction. All work shall meet the most current edition of NFPA/Life Safety
Code and comply with all applicable building codes.
5. Hazardous materials investigations. Some of the areas to be affected by this work may contain asbestos. However, there are inactive and undocumented systems crisscrossing the facility which may contain asbestos or other hazardous materials. If hazardous materials are discovered, the services of CAVHCS Industrial Hygienist will be required.
6. Removal/containment of any hazardous materials will be addressed in the design documents. Any hazardous material work will be reviewed by CAVHCS Industrial Hygienist.
7. Life safety and infection control will be considered during all phases of design. Final construction documents will detail measures to be taken by the contractor to assure life safety and infection control. A preconstruction risk assessment will be completed and included in project submissions.
8. Plans for phasing construction to minimize impact on the medical center will be incorporated into the construction documents. Items to be addressed may include timing of entrance and exit of the facilities, road closures, limited lane closures, working after normal working hours, and limited parking closures, etc. Plan construction to include impacts on the medical center such as providing alternate facilities entrance and exit, parking or temporary access points.
9. The project design shall be completed in accordance with this Supplement B and all appropriate
Department of Veterans Affairs (VA) standards, specifications, and other Criteria. The A/E shall retrieve all VA design information and standards from the VA Office of Construction & Facilities
Management Internet site http://www.cfm.va.gov technical library. VA design standards and all national, state and local codes adopted and used by the VA shall be incorporated in the design of this project and reflected in the construction cost estimate.
10. All projects shall be designed to achieve an energy consumption level that is at least 30% below the level achieved under ASHRAE Standard 90.1-2019, if life-cycle cost effective. Use Appendix G of
ASHRAE Standard 90.1-2019 to document the energy savings.
11. Should the 30% reduction in energy consumption prove not to be life-cycle cost effective, then the
A/E shall evaluate alternative designs at 5% successive decrements in order to identify the most energy-efficient design that is life-cycle cost effective.
12. The following parameters shall be used for performing the analysis:
• 20 year life-cycle period for system comparison
• Use Public domain programs such as TRACE, E-CUBE, Carrier E20-II, Energy Plus, etc.
• 3% Discount Factor
• Do not include taxes or insurance while computing costs
13. Stamp and certify each design and construction plan with one of the applicable AEE certifications or with one of the applicable LEED certifications to achieve the ASHRAE 90.1 energy standards for the
VA.
14. The A/E shall comply with the VA’s programs for Federal preservation. All documents for cultural resource management are located on the following web site: https://www.cfm.va.gov/historic. 1The
Tuskegee VAMC is distinct as the only campus constructed exclusive to serve all African American
Veterans of World War I and previous conflict. Managing these important assets entrusted to us requires striking a balance between our strong commitment to the future and a respect for the past.
CAVHCS challenge is to provide world-class health care and other benefits that Veterans have earned while avoiding unnecessary damage to our facilities that represent a unique history.

This is the campus laundry facility and the roof was replaced in
2007. The facility has a combination of flat roof and gable roof.
Observation indicated that the roof teaks in room 104 and might be from the vent/dormers. The gutters are sagging, with vegetation growing in them. All wood fascias and trims need to be repaired and repainted. Some gutters are missing which has created water leaks in two rooms. Recommend replacing all gutters, flashing, coping and downspouts. There are three metal awnings over the loading docks in poor condition.
2 83 58308 270127
There is ponding water at one roof drain above the pharmacy causing leaks. The report recommends replacing roof, copper coping and flashing, to correct the drainage and provide arrestor cable and warning stripping.
3 88 58410 270133
The FCA reports that the roof was replaced in year 2002 and is in good condition. However, field observation noticed leaks and the roof needs to be replaced. The FCA recommends scraping, prepping, and repainting the rusted roof vents.
4 97 57839 -Facilities reports the Built up roof was replaced in
2011. There is evidence of water stain in the interior walls at various locations. Roof needs to be replaced.

-Provide a fall arrestor cable. The warning striping is present but touch up is required.
-Skylights at the stair tower roofs have water infiltration.
-Rusting rooftop equipment, exposed ductwork, and shrouding.
-The mechanical equipment support framing is rusted.
Scrape, prep and repaint the equipment
