About this file
This is a Justification for Sole Source document supporting a contract award under Federal Acquisition Regulation (FAR) 13.106-1(b) for a purchase value between $15,000 and $350,000.
The contracting agency is DLA Weapons Support Puget Sound, awarding to OHD, LLP (CAGE: 04CL8), located at 2200 Resource Dr., Birmingham, AL 35242. The requirement is for 19 units of QuantiFit2 Respirator Fit Testing System Packages (FTK 9519-4200), including Logic Software, Roller Case, Triple Tube Assembly, USB Cable, Power Supply, and Battery Compartment with Lifetime Powertrain Warranty. The justification establishes that OHD, LLP is the sole source and only acceptable manufacturer because it holds the patent on Controlled Negative Pressure (CNP) technology used in quantitative fit testing instruments for respirators. The QuantiFit2 system and associated components fully support OSHA requirements for quantitative fit testing of personnel using respirators in hazardous atmospheric environments at Puget Sound Naval Shipyard and associated off-station sites. The system is currently in use at all naval shipyards and Portsmouth Naval Shipyard, representing the minimum government requirements. The equipment is compatible with existing computers, networks, and supplies currently in use with the older version of QuantiFit system in Code 90QT training courses. The proprietary CNP technology (Patent # US 8,528,559, B2) provides a scientifically proven method for directly measuring respirator leakage, limiting competition. The document was signed by a Management & Program Analyst on 6/15/2026 and approved by the Contracting Officer on 10/16/2025.
