About this file
This is a Public Notice of Intent to Direct Award from the State of Oregon, Oregon Department of Human Services (ODHS), Office of Child Welfare Programs, District 10 Administration, for the provision of In-Home Safety and Reunification Services (ISRS) in Deschutes, Crook, and Jefferson Counties. The contract with The Family Nurturing Center encompasses comprehensive safety and reunification services designed to safely reduce the number of children entering or remaining in foster care. Services include safety services (supervision, monitoring, stress reduction, parenting assistance, respite care, emergency support, and housing assistance), change services (crisis intervention, motivational interviewing, and attachment coaching), basic home management skills, self-management services, and transportation services. The notice indicates ODHS's intent to enter into a direct award under OAR 125-246-0170(2)(d)(D), with other interested providers required to submit responses by June 10, 2025, at 3:00 p.m. Pacific Time to April D. Barrett at april.d.barrett@odhsoha.oregon.gov.
The direct award structure eliminates traditional competitive bidding; however, any other organization or individual believing it can provide equivalent services in the designated counties must formally respond by the specified deadline. The document establishes detailed operational requirements for the contractor, including comprehensive transportation service standards (driver assessments, vehicle maintenance, safety protocols, insurance requirements, and child safety seat compliance). Specific pricing terms, contract duration, renewal options, and funding amounts are not detailed in this notice; however, the direct award authority and competitive response period indicate this is a targeted procurement with established service parameters. The contractor must maintain culturally responsive service delivery, coordinate extensively with ODHS caseworkers and supervisors, and comply with all child welfare protective action and safety plan requirements.
