Contractor’s Questions
· The solicitation states that the project requires on-site access to CPSC offices for contractor personnel to perform the contracted work.
1. Are CPSC offices open to outside contractors during the COVID-19 crisis?
No. CPSC offices at both 5 Research Place, Rockville MD and 4330 East/West Highway in Bethesda MD are closed to Federal employees and contractors.
1. If not, will CPSC allow work to be performed by contractors remotely rather than on-site in order to maintain the target deadline of June 30, 2020 for completing the onboarding and integration of accounts into CyberArk and implementation of the AAM solution?
Yes. However, government furnished equipment is not available for remote work. WebEx can be provided for screen sharing to provide contractor access.
1. If remote work is acceptable, does CPSC have a technical resource in place that can perform any required remote administration in coordination with the outside contractor?
Yes.
1. If performing the work remotely is not acceptable, does CPSC anticipate that the target deadline of June 30, 2020 will be moved due to lack of access to the site?
Remote access is acceptable.
· Regarding CPSC background checks for contracted personnel:
1. How long on average does completion of a CPSC background check take?
CPSC “requests” background checks for individuals, which are conducted by OPM. Each case varies based on the specific circumstances of the individual subject and could be a minimum of 2 weeks, to a maximum of 1-2 months, or longer.
1. Given the COVID-19 crisis, does CPSC anticipate any delays in completing CPSC background checks timely?
CPSC does not expect any delays in the completion of background investigations.
1. CPSC states that it “may accept PIV issued by another Federal Government agency but shall not be required to do so.” Please confirm which other Government agency PIVs would be acceptable to CPSC.
CPSC does not accept PIV (cards) issued by another Federal Government agency. CPSC provides PIV cards for its employees and contractor staff that are exclusive to CPSC. There may be delays with processing of a PIV card, which would constitute excusable delay.
