About this file

This is a Justification for Other Than Full and Open Competition (OTFOOC) filed under FAR 6.103-1 by the Defense Logistics Agency (DLA) Weapons Support (Columbus) for solicitation SPMYM126Q0005.

The contracting activity is acquiring three (3) Hydraulic ServoActuators (NSN CA84727-010-237A) for the Norfolk Naval Shipyard on a firm-fixed-price basis with a total contract length of 2 years. The acquisition is restricted to sole-source procurement from MOOG, Inc. (CAGE Code 94697), a large business, as the only source capable of providing the required part. MOOG, Inc. is the Original Equipment Manufacturer (OEM) and sole provider of this ServoActuator. The drawing (CA84727) is proprietary data owned exclusively by MOOG, Inc., and cannot be shared outside the company due to restrictions. Market research confirms the item is noncommercial. The justification references prior procurement history showing Norfolk Naval Shipyard acquired this material from MOOG, Inc. in February 2026 under contract SPMYM126P9442 for $321,307.00 per unit. A Sources Sought Notice was posted to SAM.gov on June 8, 2026, for five business days with no vendor responses. A general internet search yielded no alternative sources. The acquisition will be synopsized on July 10, 2026, for 15 days. Fair and reasonable pricing will be established through price analysis comparing proposed prices to historical prices paid. The solicitation will include DLAD Procurement Note L04 to allow offerors to submit alternate offers and request evaluation of alternate products for future procurements. The contract specialist could not locate a prior justification for the related contract SPMYM126P9442.
