About this file

This is a Sources Sought Notice issued by the Defense Information Systems Agency (DISA) to identify small business capabilities for potential future procurement of software development and sustainment services. DISA seeks vendors to support two primary systems: the Tactical Data Link Configuration Management Tool (TCMT), which manages Configuration Management of TDL MIL-STDs and generates MIL-STD-6017 Variable Message Format and Joint Multi-Tactical Data Link Operating Procedures documents, and the United States Message Text Format Web Application (USMTF-WA), which maintains a catalog of over 300 message formats used for non-real-time DoD information exchange. The anticipated period of performance is September 2026 through September 2030, with work to be performed at Fort George G. Meade and contractor locations within 50 miles of the base.

Responding vendors must demonstrate specific technical capabilities including: development of custom user interfaces and databases integrating COTS products such as JAMA, MySQL, Kubernetes, Angular, NodeJS, and NGINX; Extract, Transform, and Load (ETL) expertise for legacy system data migration; maintenance and sustainment experience with cloud-based solutions (JWCC, AWS), Red Hat Enterprise Linux, Windows Server, MySQL, and MS SQL across Impact Level 4 environments; Agile development and scrum methodologies; and proficiency with XML and the National Information Exchange Model (NIEM). This is a small business set-aside requirement under NAICS code 541512 (Engineering Services), with a $34 million size standard. Responses must be submitted by April 10, 2026, at 4:00 PM EDT to Yajie "Amy" Kim at yajie.kim.civ@mail.mil and should not exceed five pages. The incumbent contractor is AccelGov, a small business, who previously performed work under contracts HC102818D0035 and HC104724F6681 via the ENCORE III Small Business Suite vehicle from September 2024 to September 2025.
