About this file
This document is a Consolidation Determination & Finding (D&F) for a Defense Information Systems Agency (DISA) contract opportunity for Command, Control, Communications, and Computers Enterprise Directorate (C4E) support services. The procurement involves consolidating three existing task orders previously awarded to a large business, with an unrestricted competitive acquisition strategy targeting the SETI multiple-award ID/IQ contract vehicle. The consolidation aims to achieve cost savings of at least 10% and will allow both full and open and small business contract holders to submit proposals.
Market research indicated low potential impact on small business participation, as no small businesses were identified with the capability to fully meet the Performance Work Statement requirements or possess necessary security clearances. However, small business opportunities will be available through subcontracting, with each SETI Full and Open Suite awardee having approved Small Business Participation Plans. The contract will provide strategic engineering, program management, and administration support services for classified and unclassified objective areas within the J6 C4E Directorate, with an anticipated award date of March 6, 2025.

P a g e | 5 with reduced number of CORs ( )). In accordance with FAR 7.107-2(d)(1)(i), cost savings of 10% or greater are considered substantial for contract actions with a total estimated value of or less. Therefore, the cost savings of this consolidated procurement are substantial.
6. Bundling: This procurement does not involve bundling as defined in FAR 2.101, because the consolidation involves three contracts that were previously awarded to a large business and these contracts were not performed by small business concerns. Thus, a bundling analysis was not conducted pursuant to FAR 7.107.
7. Impact on Small Business Concerns: The potential impact of consolidation of this requirement on small business participation is low. The current three task orders were awarded under a competitively awarded single-award ID/IQ to a large business. Additionally, market research performed for this consolidated procurement did not identify two or more small businesses with the capability to meet the PWS requirements or with the requisite security clearances. While the acquisition strategy will be full and open, i.e., unrestricted, small business contract holders under the SETI multiple-award ID/IQ contract will be invited to submit a proposal in response to the solicitation.
8. Steps Taken to Include Small Business Concerns/Maximize Small Business Participation:
Based on market research, this requirement will be competed as fair opportunity against SETI ID/IQ contract vehicle to both the Full and Open Suite and Small Business Suite. This allows for the small business contract holders to propose, while also ensuring adequate competition. Small business opportunities will be present via subcontracting opportunities.
Each of the SETI Full and Open Suite awardees have approved Small Business Participation Plans with goals established on their base contracts, which will allow the Government to monitor and incentivize any eventual awardee to maximize small business participation at the task order level.
