About this file

The document is a collection of Data Catalog Personas created by the Oregon Health Authority (OHA) for the Office of Data Strategy and Operations. The file contains detailed persona descriptions for nine different roles across various departments, including OHA, Health Policy and Analytics, Office of Information Systems, REALD/SOGI Analytics, and the Oregon Department of of Human Services. Each persona is structured around six key questions: What do I do?, How do I do it?, Who do I work with?, Where do I access data?, When would I use a data catalog?, and Why will I adopt using a data catalog?

The personas reveal a comprehensive internal exploration of data management needs across different organizational units, with each role expressing unique perspectives on data cataloging. Common themes emerge, such as reducing administrative burden, improving data accessibility, promoting collaboration between stakeholders, understanding data lineage, and creating more efficient data discovery processes. The document explicitly notes these are preliminary personas developed through listening sessions and high-level background information, and are intended to be refined to serve OHA's broader goals. The personas represent a strategic approach to understanding internal data management requirements, which appears to be preparatory work for the Enterprise Data Management Cataloging Solution RFI mentioned in the accompanying contract opportunity summary.
