About this file

This document is a pre-bid presentation from the Pennsylvania Department of General Services and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) for the 6100063733 Building 19-174 MEP Fence and Bank Stabilization project at Fort Indiantown Gap. The mandatory pre-bid conference is scheduled for May 21, 2025, at 9:00 AM, with bid questions due by 4:30 PM EST on June 6, 2025, and electronic bid submissions accepted through the PA Supplier Portal until June 17, 2025, at 2:00 PM. The project involves general construction work, including installing approximately 500 linear feet of 7-foot chain-link fencing, constructing gabion wall bank stabilization, site grading, and associated infrastructure enhancements along First Street, with an estimated budget range of $400,001 to $600,000 and a 120-calendar day performance period.

The procurement opportunity has specific small business participation requirements, with mandated goals of 17% for Small Diverse Business (SDB) and 3% for Veteran Business Enterprise (VBE) participation in the general construction contract. Bidders must either fully meet these participation goals or demonstrate good faith efforts to do so, representing a significant programmatic change from previous project requirements. Contractors must comply with prevailing wage rates ranging from approximately $25.61 to $66.33 per hour, with additional fringe benefits. Site access requires identity verification and obtaining a day pass from the Visitors Center, with contractors needing a current driver's license or passport for base entry. Technical support for the electronic bidding platform is available through the Help Desk at 877-435-7363.

READ, READ, READ

▪ The ability or desire of a prime contractor to perform the work of a contract with its own organization does not relieve the Offeror of the responsibility to make Good Faith Efforts to meet the stated participation goal.

• Prime must complete all components of the GFE paperwork.

Details/Evidence are important, proof is required.

• Carefully review SDB and VBE submittal Instructions, specifically Section VI of SDB/VBE-1 which lists pertinent items as Fatal errors.
