3.0 BID PRICING
BASE BID
The GC is to bid project according to the drawings and specifications (as well as this SOW) without substitutes. The job shall be bid using 80 calendar days as the period of performance (construction portion starting with the receipt of the Notice to Proceed). See Section 11 of this document for more information regarding the period of performance.
4.0 PERFORMANCE REQUIREMENTS
All work is to be completed with minimal disturbance to the Medical Center and close coordination will be required with the VA COR.
All tools and equipment must always be kept in eye contact, when workers are taking breaks or leaving the site, tools must be removed and stored in a safe place when working inside the Medical Center.
All work shall be performed between the hours of 6:00am to 3:30 pm Monday thru Friday, excluding holidays (and electrical shutdowns). If after hours work is needed, a formal request is to be sent to the
COR of the project with at least a 2-week notice, in which the VA shall approve or deny.
All labor rates will comply with applicable Wage Rate Determinations by the Department of Labor.
All work shall be in accordance with the project specifications and drawings.
The contractor shall have the capability of producing electronic documents that shall be able to interface with the systems used by the VA, Facilities Management Service (FMS) at the VAMC-
Manchester. The contractor shall submit electronic copies of all drawings, documents and submittals via
Procore or other internet supported construction document management site to the Contracting Officer
(CO) or Contracting Officer’s Representative (COR).
GC shall submit Activity Hazard Analysis (AHA) as part of Safety plan outlining any hazardous work that may occur and how the associated work will be handled.
• A blank AHA form is available at http://www.swf.usace.army.mil/About/Organization/SafetyandOccupationalHealth.aspx
Updated schedule for completion of work to be submitted with each invoice broken down by schedule of values. An invoice not accompanied by a revised schedule may not be approved for payment. If the schedule has not changed since the last invoice the GC shall note that when sending invoice in for approval. All invoices shall be approved by both the CO and the COR, invoices uploaded to OB10 not containing dual signatures will be rejected for payment. This rejection will add additional time to the payment process and VA shall not be held liable for late/interest payments.
Safety Data Sheets (SDS’s) must be submitted to the COR for approval for all hazardous materials before they are brought to the work site.
Work shall not begin until engineering has reviewed and approved all submittals for safety and product material/equipment. Refer to section 01 35 26 for additional safety requirements.
All submittals shall be sent to the COR and the CO for review and signature approval.
5.0 SAFETY
Prior to the start of the construction project all safety submittals (OSHA Certificates, Designation of competent person, AHA’s for applicable tasks, Confined space program, etc.) must be reviewed and approved by the COR.
The confined space program approval allows the GC and their subcontractors to enter confined spaces to do work. Prior to entering a confined space, the GC shall verify that all procedures and protocalls are implemented per the approved confined space plan. If a person(s) is found inside a confined space without the confined space program being implemented, they will be immediately removed from the confined space as well as the construction site.
6.0 EXISTING UTILITY SURVEY
The GC shall perform a survey of the existing utilities in the locations where they will be working.
7.0 SUBMITTALS
The GC shall utilize a file sharing platform for the exchange of all project documentation similar to
Procore. Most of the GC’s are currently using Procore and it seems to be the industry standard software platform for project management.
All project documentation is not approved until it has received electronic signature from both the COR and the CO. Procore keeps track of what document has outstanding signature before it becomes officially approved.
Email does not count as a file sharing platform because of the limit in the size of documents that can sent.
8.0 ELECTRICAL SHUTDOWNS
All electrical shutdowns will be supplemental by the emergency generators as part of the EES system at the Medical Center. The GC shall give the COR 3 weeks advance notice of all electrical shutdowns that will affect the facility. The VA shall support these shutdowns with their equipment and staff to ensure the process goes smoothly.
GC shall carefully plan electrical outages to minimize the number of hours the emergency generators will need to be run.
As part of the bid documents an electrical shutdown preliminary schedule shall be submitted. This schedule shall show the following:
• Number of electrical shutdowns
• What task is being supported by the electrical shutdown
• The approximate duration of each electrical shutdown
This electrical shutdown schedule will be used to verify the GC’s understanding of this complex project, as well as to give the COR an idea of the number of shutdowns to allow for proper planning. It is highly recommended that the GC demonstrate their knowledge of the project through this required electrical shutdown schedule
All electrical shutdowns are to be done off hours so that unplanned occurrences do not affect patient care, typically weekends work best for these downs. On a case-by-case basis COR may allow shutdowns to occur during normal operating hours to allow the emergency generators to be counted towards the
Joint Commission and NFPA requirements for testing under load.
Any off-hour’s charges accrued for these shutdowns is covered under this contract.
9.0 DEMOLITION REQUIREMENTS
Under this contract GC owns all demolishing and associated fees with the removal and demolishing of equipment as part of the project.
10.0 CONTINUITY OF SERVICE

All circuits serving areas adjacent to the construction area that are modified, as part of the construction project, shall be re-circuited as part of the construction project.
Provide temporary and/or modify existing lighting and power, and related services as required for construction-period’s Interim Life Safety measures.
11.0 PERIOD OF PERFORMANCE
The Construction period of performance for the above-mentioned base scope of work is 80 calendar days.
The overall Period of Performance for the job will be 80 calendar days which will begin 14 days after the
Pre-Construction meeting.
The GC’s project schedule shall be submitted by the 14th day and shall show project being executed over the 80 calendar days.
An updated project schedule must accompany each pencil requisition for payment. If a schedule is not submitted progress payments may be delayed or rejected.
