BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:
Services required are the administration of educational research funding on behalf of the Coast Guard Academy per 14 U.S. Code 1906 (5)(B). Intended use is to support research activities by faculty at the Coast Guard Academy. This encompasses materials and supplies for CGA faculty research collaboration, as well as subcontracting subject matter experts at another academic institution to provide CGA faculty with specialized research/analytical support on collaborative projects and to deliver a 3-day professional development workshop in AI/ML expertise as specified in MIPR 98230C0210461 under 7600A H98230-21237-145.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED
THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
Market research was conducted via internal agency records, incl. Cooperative Agreement between USCGA and USCGA SPRI 10SEP18 and SUPTINST 3910.1, and a search of external websites (e.g., cgaspri.org). Research confirmed that the USCGA Sponsored Programs and Research, Inc. (SPRI), a 501(c)(3), is the only organization authorized by law (14 U.S. Code 1906 (2)) to administer educational research funds on behalf of the U.S. Coast Guard Academy. No other organization is permitted to serve this function. According to 14 U.S. Code 1906 (2- Sole Source basis), “the Commandant may enter into a contract …on a sole-source basis.”
