About this file

This document is a University of New Mexico (UNM) Proposed Sole Source Purchase Form for a statewide survey research contract. The Center for Health Policy (CHP) seeks to engage Barreto Segura Research Partners LLC (BSP Research) for an annual statewide survey assessment, with a contract term from July 1, 2025, to June 30, 2026, valued at $160,000. The survey is a required task for CHP, specified in their Letter of Direction from Medicaid, and will guide the state's priorities in supporting Medicaid and resident health and wellbeing.

The sole source justification is based on BSP Research's unique capabilities, including extensive experience conducting surveys in New Mexico, particularly with diverse populations such as Hispanic and Native American communities. The firm has previously worked with UNM on similar projects, demonstrating expertise in data collection with specific sampling parameters. The procurement is being processed through UNM's Purchasing Department, which will post the form on the UNM Sunshine Portal and State of New Mexico Procurement website for 30 days prior to the purchase, in accordance with New Mexico Procurement law. BSP Research was selected based on their continuity of work, ability to complete tasks efficiently, and proven track record of delivering high-quality products within specified budgets and timelines.

The Center for Health Policy (CHP) is tasked with conducting an annual statewide survey assessment that will require the services of a survey research firm. CHP has conducted this work with BSP Research for the last two years, and will do so again this third year. BSP Research is a nationally recognized survey firm who has extensive experience collecting data in New Mexico and will use their extensive contract lists for New Mexico residents to generate respondents who fit the age criterion we are recruiting for the assessment.

This annual survey is required task for CHP, written into CHP's Letter of Direction from Medicaid. The results from BSP Research's survey will guide the state's priorities in supporting Medicaid and the health and wellbeing of state residents.

CHP has worked with BSP research since 2023, and each year's work builds on the prior years, which is important to the state's Medicaid program. Working with BSP Research assures continuity of the work, completion of the tasks in a short-time frame, and assures a high quality product. Critically, BSP Research is knowledgeable about CHP's goals, priorities, and project timeline. BSP Research has worked with UNM researchers on several New Mexico state-wide surveys, including multiple health care surveys with similar sampling parameters. BSP has expertise conducting New Mexico surveys on their research team that is unparalleled with other potential data collection vendors and has provided strong data on projects within budget and the timeline specified in our scopes of work. For these reasons we specifically selected BSP as our data collection vendor in the previous assessment task (See PO #s P0200196 and P0210538).

III. SUPPLEMENTAL DETAILS. PLEASE PROVIDE ADDITIONAL INFORMATION AS

REQUESTED BELOW:

Describe in detail the unique capabilities of the proposed vendor’s goods/service and/or personnel performing the work and why this constitutes the only source. Focus on what is unique about the goods/service and why no other vendor could meet your needs.

BSP Research's methodology matches the assessment needs and will continue from the last contracted work on PO P0210538 that will reflect assessment for fiscal year 2026.

BSP Research's extensive experience conducting surveys in New Mexico is unique. The high diversity of cultures in New Mexico requires particular sensitivity and rigor in study methodology that we could not confidently obtain from any other research firm. BSP Researchers has collected data from Hispanic and Native American populations in partnership with clients including First Nation's Development Institute, the Native American Rights Fund, and the state of New Mexico.

Describe the due diligence made to locate other possible sources including communications with other universities, communications with similar providers, web searches, yellow page searches, review of advertisements and trade publications, etc.

List the other vendors who were contacted. Please describe the specs/qualifications/criteria that the other vendors were unable to satisfy.

Because CHP has worked with BSP Research in the past and the agency is the only company that can provide the service that we require for our study, we did not contact other firms.
