About this file

This document is a Notice of Intent to Award Sole Source Procurement issued by the New Mexico School for the Deaf (NMSD) on July 12, 2025, seeking to procure teleaudiology equipment from e3/MSR West. The project aims to expand teleaudiology services in southeastern New Mexico by establishing 2-3 new teleaudiology centers equipped with Interacoustics GSI Suite diagnostic tools, including Eclipse EP ASSR and Titan Tympanometer. The contract term is three years, running from July 1, 2025, to June 30, 2028, with potential additional purchases not to exceed $100,000 per fiscal year. Potential vendors have 30 calendar days from the notice date to contest the sole source determination by submitting a written response describing alternative products or services.

The total project pricing includes $76,816.77 for Year 1 (July 1, 2025 - June 30, 2026) for the initial equipment and accessories, with potential additional equipment purchases of $100,000 in Years 2 and 3. The sole source justification is based on e3/MSR West being the sole authorized distributor of the Interacoustics GSI Suite in New Mexico, with the equipment's unique ability to integrate audiometric, tympanometric, and OAE data into a single report. NMSD collaborated with the Department of Health's Children's Medical Services and the Family Infant Toddler Program to address the lack of local pediatric audiological diagnostic services, which currently require families to travel long distances for testing.

Project Description:

The New Mexico School for the Deaf (NMSD) seeks to expand teleaudiology services in southeastern New Mexico, a region with high newborn hearing screening referrals but limited access to pediatric audiological diagnostics. The lack of local services has led to delays in diagnosis and treatment, often requiring families to travel long distances. To address this, NMSD is collaborating with the Department of Health’s Children’s Medical Services and the Family Infant Toddler Program to establish 2–3 new teleaudiology centers equipped with compatible diagnostic tools.

The GSI Suite’s integrated reporting capabilities and compatibility with existing systems are critical to the success of the teleaudiology program.

Sole Source Justification:

E3/MSR West is the sole authorized distributor of the Interacoustics GSI Suite equipment in New Mexico. The GSI Suite is already in use at NMSD and existing teleaudiology centers.

Using the same system ensures seamless integration, consistent data reporting, and efficient service delivery. The equipment uniquely allows audiometric, tympanometric, and OAE data to be combined into a single report, which is essential for compliance with state and federal reporting requirements.

NMSD reviewed the State Purchasing Division’s Statewide Price Agreements and found no listing for the required vendor. Other vendors were contacted (MFI Medical, Booth Medical, MAICO Diagnostics, Medical Device Depot) by phone on June 9, 2025, and confirmed they could not provide compatible equipment.

Additionally, relevant trade publications and newspapers were reviewed to identify alternative sources. All findings confirmed that no other vendor could meet the compatibility and integration requirements of the existing teleaudiology infrastructure.

Based on the exclusive distributor status, and the alignment with current and future programmatic goals, e3/MSR West meets the criteria for a sole source procurement.
