About this file
This document is a 2021 Sole Source Request and Determination Form from the Roswell Independent School District (RISD) in New Mexico, seeking to contract with WINGS for L.I.F.E. for the Why Try Program. The contract is for a 12-month term valued at $75,000 to provide behavioral intervention services for at-risk students. The program aims to build student resilience, motivation, and positive decision-making skills through a comprehensive curriculum that includes mentoring, conflict resolution, and family engagement.
WINGS for L.I.F.E. was selected as a sole source provider due to its unique, locally-tailored approach that integrates mentoring and life skills specifically designed for New Mexico youth. The organization offers a multi-layered support model that no other local vendor can replicate, with deep community connections and proven experience in delivering behavioral interventions. The district determined that alternative service providers either offer generic mentoring programs or focus solely on counseling, lacking the holistic, culturally responsive framework provided by WINGS for L.I.F.E.
