V. Agency is required to provide the detailed scope of work (or amendment) for this sole source. Scope of work must match the scope included in the services determination and Horizons declination.

Hobbs Municipal Schools seeks to procure Hudl software and related services to support athletic program video capture, analysis, performance review, and coaching development.

The scope of work includes:

Provision of Hudl video analysis software platform for athletic programs Cloud-based storage and management of game and practice footage Tools for video breakdown, tagging, and performance analysis Access for coaches and authorized staff to review and share footage Integration with Hudl-supported recording equipment (if applicable) Technical support, training resources, and customer service Secure access controls for student-athlete video content Ongoing software updates and platform maintenance

VI. Provide a detailed explanation of the criteria developed and specified by the agency as necessary to perform and/or fulfill the contract and upon which the state agency reviewed available sources. (Do not use “technical jargon;” use plain English. Do not tailor the criteria simply to exclude other contractors if it is not rationally related to the purpose of the contract.)

The agency requires a system that:

Allows coaches to record, upload, and review athletic performance video Provides secure cloud storage for student-athlete footage Enables video tagging, breakdown, and performance analysis tools Supports multi-team and multi-sport access within a single district system Provides ease of use for coaching staff with minimal technical training Ensures reliable access for staff across multiple school sites Maintains compliance with student data privacy requirements Integrates with existing workflows already established within the district athletic programs

The agency reviewed available information on sports video analysis platforms and identified functional requirements necessary to maintain continuity of athletic program operations.

VII. Provide a detailed, sufficient explanation of the reasons, qualifications, proprietary rights or unique capabilities of the prospective contractor that makes their company the only source capable of providing the required professional service, general service, construction or item(s) of tangible personal property. (Please do not state the source is the “best” source or the “least costly” source. Those factors do not justify a “sole source.”)

Hudl provides a fully integrated, cloud-based athletic performance platform that combines video capture, storage, analysis, and sharing within a single ecosystem.

Hudl’s solution is uniquely positioned due to:

Proprietary software platform designed specifically for athletic video analysis and coaching workflows

Seamless integration between Hudl software, cloud services, and supported recording hardware systems

Established district-wide adoption or standardized use (where applicable) creating continuity across programs

Compatibility with Hudl-specific tools such as automated video tagging and performance breakdown features

Secure infrastructure designed for student-athlete video management and compliance needs

While other vendors may offer similar general video tools, Hudl’s integrated ecosystem and compatibility with existing Hudl-based workflows used by coaching staff significantly reduce duplication of effort, retraining requirements, and system incompatibility risks.

VIII. Provide a detailed, sufficient explanation of how the professional service, general service, construction or item(s) of tangible personal property is/are unique and how this uniqueness is substantially related to the intended purpose of the contract.

Hudl’s system is unique because it combines video capture, analysis, storage, and coaching tools into a single unified platform designed specifically for athletic performance review.

This uniqueness directly supports the agency’s intended purpose by:

Allowing immediate and efficient breakdown of game film for instructional use Providing a centralized system for all athletic programs within the district Supporting consistent coaching methodologies across schools and sports Enabling remote access to video for coaching staff and athletes Reducing administrative burden associated with managing multiple systems or vendors

The integrated nature of the Hudl platform ensures that athletic staff can focus on instruction and performance improvement rather than managing disparate tools or incompatible systems.

IX. Provide a narrative description of the agency’s due diligence in determining the basis for the procurement, including procedures used by the agency to conduct a review of available sources such as researching trade publications, industry newsletters and the internet;;

contacting similar service providers; and reviewing the State Purchasing Divisions’ Statewide Price Agreements. Include a list of businesses contacted (do not state that no other businesses were contacted), date of contact, method of contact (telephone, mail, e-mail, other), and documentation demonstrating an explanation of why those businesses could not or would not, under any circumstances, perform the contract; or an explanation of why the agency has determined that no businesses other than the prospective contractor can perform the contract.

Hobbs Municipal Schools conducted due diligence to evaluate available sports video analysis and athletic performance platforms. This review included:

Internet research of athletic video analysis platforms commonly used in secondary education athletics

Review of vendor offerings including Hudl, Veo Technologies, Pixellot, and other comparable sports video systems

Consideration of system capabilities such as cloud storage, video tagging, coaching tools, and ease of district-wide implementation

Evaluation of compatibility with existing athletic program workflows and previously used systems

Informal outreach and review of publicly available product information and demonstrations Based on this review, alternative systems were determined to require significant retraining, lack full compatibility with existing Hudl-based workflows, or do not provide equivalent integrated functionality used by coaching staff.
