About this file

This document is a Sole Source Notice and Determination Form from the City of Bloomfield, New Mexico, involving a contract with Nalco Water Company for the procurement of a specialized water treatment chemical. The contract is for the purchase of CatFloc KL-10, a proprietary coagulant blend to be used at the City of Bloomfield's Water Treatment Plant, with a contract value of $200,188.80 for fiscal year 2026 and a one-year term.

The sole source justification is based on the unique properties of CatFloc KL-10, which was selected after extensive testing demonstrated its effectiveness in treating the city's source water and ensuring compliance with government water treatment standards. The product is exclusively produced and sold by Nalco Water Company, making it the only viable option for the city's specific water treatment requirements. The procurement process includes a mandatory 30-calendar-day posting period for potential challenges to the sole source determination, with the city's Chief Procurement Officer, Melanie Lovato, serving as the primary contact for any inquiries.

CatFloc KL-10, a proprietary coagulant blend is used as the primary coagulant at the City of Bloomfield’s Water Treatment Plant. CatFloc KL-10 was chosen after extensive testing showed it to be the only coagulant to effectively treat the source water in the City’s Trident treatment plants. CatFloc KL-10 is effective in the

V. Provide a detailed, sufficient explanation of the reasons, qualifications, proprietary rights or unique capabilities of the prospective contractor that makes the prospective contractor the one source capable of providing the required professional service, service, construction or item(s) of tangible personal property. (Please do not state the source is the “best” source or the “least costly” source. Those factors do not justify a “sole source.”)

The CatFloc KL-10 is proprietary and is not produced or sold by any other supplier.
