About this file
This is a UNM Proposed Sole Source Purchase Form submitted by the University of New Mexico Health Sciences Center (UNMH) to the State of New Mexico Procurement office. The form documents a sole source procurement request for the ProteQ room decontamination system from Ecolab Inc. The ProteQ system utilizes 35% hydrogen peroxide vapor technology to decontaminate operating rooms and other clinical spaces to achieve a bioburden of zero for cleanroom and laboratory facility specifications, with particular application for disinfecting areas exposed to highly contagious diseases. The purchase is intended to support monthly high-level disinfection of UNMH operating rooms to reduce hospital-acquired infections. The procurement request was submitted on June 23, 2026, by Procurement Specialist Heather Walsh from the UNMH Environmental Services and Sterile Processing Department. The contract term is structured as one year with renewals consistent with New Mexico Procurement Code requirements.
The proposed purchase amount is $238,214 for Ecolab Inc., located at 702 Electric Drive, Suite 200, Horsham, Pennsylvania 19044. The sole source justification is based on the proprietary nature of the Bioquell hydrogen peroxide vapor decontamination process, which is EPA-registered and patent-protected, with no competing manufacturer offering equivalent technology using this specific method. The form emphasizes that Bioquell is the exclusive provider of trained technicians for equipment-specific training and technical support, as well as the sole source for EPA-approved consumables compatible with the existing equipment. Due diligence documentation indicates that while other high-level disinfection methods exist (such as UV systems), no other vendor provides the hydrogen peroxide gassing and aeration system capabilities offered by ProteQ. The procurement was approved by Jeffrey Gilmore on June 23, 2026, and the form was posted on the UNM Sunshine Portal and State of New Mexico Procurement website for the required 30-day review period prior to purchase authorization.

Provide a basic description of goods/services to be provided:
ProteQ is a room decontamination system that utilizes 35% hydrogen peroxide vapor to bring a room space down to a bioburden of 0 for the purpose of cleanroom/lab facility specifications. It is used to decontaminate highly infectious diseases
Why is this purchase needed?
The ProteQ system is needed to disinfect the Operating Rooms in the OR. This high-level disinfection needs to be completed monthly and used for any highly contagious diseases that come into the areas. This high-level disinfection helps contribute to decreasing the UNMH hospital acquired infections and therefore lowering the associated cost with HAI’s.
II. BASIS FOR SOLE SOURCE PROCUREMENT. CHOOSE APPLICABLE BOX(ES) AND
PROVIDE ADDITIONAL INFORMATION, AS REQUESTED:
☒ Proprietary item, technology or service only available from the proposed vendor. (Check box and describe proprietary component)
The Bioquell Hydrogen Peroxide Vapor decontamination process is a unique process that utilizes an EPA registered- 35% Hydrogen Peroxide Sterilant, chemical indicators calibrated against 6-log biological indicators to verify various types of bio-decontamination including inpatient rooms, offices, and operating rooms. This unique process which does not require special enclosures to achieve satisfactory results, just to seal room to allow gas to dwell and achieve a high kill rate. The machine includes an active aeration cycle to ensure effective removal of hydrogen peroxide vapor to complete the process. Due to this specificity, no other manufacturer (i.e. aerosol or UV which is not the same) can offer this process.
