About this file

This is a Proposed Sole Source Purchase Form submitted by the University of New Mexico (UNM) Purchasing Department for the procurement of custom compression garments from Barton-Carey. The request was submitted on June 22, 2026, by Lauren Pacho Shaeffer, Director of Outpatient Rehab Services. UNM seeks to procure compression garments for use in the PT Wound Care and Burn clinics and the OT hand clinic, with a contract term of three years including renewals consistent with New Mexico Procurement Code. The procurement is justified as a sole source purchase based on Barton-Carey's proprietary customization capabilities and compatibility with existing services. Barton-Carey has been the standard of care provider since 2012 and offers a unique degree of customization necessary for managing burns and scars throughout the body, including full color customization options that improve patient adherence and outcomes, particularly among pediatric populations. Changing vendors would require creation of new ordering processes and reassessment of current patients under a different vendor's procedures, resulting in unnecessary appointments and potential disruptions to patient care in an already capacity-constrained system.

The total contract amount is $186,000 over the three-year term. UNM conducted extensive web searches for alternative vendors but determined that no other companies provide the same degree of customization required to meet the unique needs of all patients served. The established ordering processes with Barton-Carey are effective and would require significant overhaul if changed. The procurement was approved by Jeffrey Gilmore on June 22, 2026. Pursuant to New Mexico Procurement law, the completed form is posted on the UNM Sunshine Portal and the State of New Mexico Procurement website for a 30-day review period prior to purchase authorization.

Provide a basic description of goods/services to be provided:

Barton-Carey provides compression garments with a high degree of customization that is crucial for optimal patient outcomes for patients with complex burns and scars.

Why is this purchase needed?

Barton-Carey is already being utilized for custom compression garments receiving treatment in the PT Wound Care and Burn clinics and the OT hand clinic. Their items have been utilized since 2012 in these clinics with high satisfaction from patients and clinical providers. Continuing to utilized Barton-Carey for custom compression garments will limit interruptions to patient care and provide continuity with patients that need ongoing garment ordering.

II. BASIS FOR SOLE SOURCE PROCUREMENT. CHOOSE APPLICABLE BOX(ES) AND

Barton-Carey has been Standard of Care as a longstanding provider of custom compression garments for patients receiving care at UNMH since 2012. There are companies that make compression garments, but no other companies provide the degree of customization that Barton-Carey provides and is necessary to manage burns and scars throughout the body. Barton-Carey also offers full color customization, which is not offered to the same extent with other companies, and improves adherence to garment wear resulting in better outcomes, particularly with pediatric populations. Ordering processes have been established with Barton-Carey that are effective and would need to be overhauled.

☐ Renewal of support/maintenance/subscription of software, technology or other intellectual property. (Check box and describe)

☐ Other Basis for Sole Source: Please describe below:

III. SUPPLEMENTAL DETAILS. PLEASE PROVIDE ADDITIONAL INFORMATION AS

REQUESTED BELOW:

Describe in detail the unique capabilities of the proposed vendor’s goods/service and/or personnel performing the work and why this constitutes the only source. Focus on what is unique about the goods/service and why no other vendor could meet your needs.

This company provides the greatest array of garments that meet the needs for patients with burns and scars.

Changing to a different vendor would require creation of a new ordering process and would require patients already receiving care in our clinics to be reassessed under a new vendor’s process, requiring additional appointments for sizing and fitting, leading to unnecessary care in a system that already has limited access. Other vendors would not be able to meet the unique needs of all our patients, which would hinder optimal care.

Describe the due diligence made to locate other possible sources including communications with other universities, communications with similar providers, web searches, yellow page searches, review of advertisements and trade publications, etc.

Extensive web search

List the other vendors who were contacted. Please describe the specs/qualifications/criteria that the other vendors were unable to satisfy.
