About this file
This document is a University of New Mexico (UNM) Proposed Sole Source Purchase Form for the Pulmonary Service department, specifically requesting the procurement of a High Frequency Jet Ventilation (HFJV) system from Bunnell. The proposed purchase is for a single LifePulse HFJV device with a total contract value of $154,250.00, established for a one-year term beginning August 6, 2025. The specific equipment is intended for treating infants with respiratory distress syndrome and pulmonary interstitial emphysema, with the vendor claiming to be the only provider of an FDA-approved passive exhalation high frequency ventilator in the United States.
The sole source justification emphasizes the unique technological capabilities of the Bunnell LifePulse HFJV, which offers a more gentle ventilation approach for premature patients that potentially mitigates morbidity and mortality associated with conventional ventilation methods. The document indicates that no alternative vendors were found to offer comparable technology, and the procurement follows New Mexico Procurement law requirements, including a mandatory 30-day posting on the UNM Sunshine Portal and State of New Mexico Procurement website. The request was initiated by April Vigil, Unit Director of the Pulmonary Service, and approved by Jeffrey Gilmore, the UNMH Purchasing Director, through an electronic signature process completed on August 7, 2025.
