About this file

This is a Sole Source Procurement Justification Form submitted by Luna County, New Mexico, for the acquisition of used Olympic fiberglass shower trailers. The county seeks to procure two 30-foot by 8-foot shower trailers—one propane-powered and one electric-powered—for emergency use at the county detention facility. The trailers would address temporary capacity gaps during plumbing emergencies or facility renovations, and could also serve emergency situations such as weather-related events that leave travelers stranded. Each trailer accommodates 19 persons showering simultaneously. Luna County conducted research on available shower trailer options and determined that all alternatives identified were unavailable locally, required extended lead times of several months, and were priced beyond the county's budget constraints. The county previously utilized similar trailers in 2019 during an asylum event in Deming and has identified a local vendor, Busy Bee LLC in Deming, New Mexico, who has trailers available at a reasonable price point.

The sole source justification indicates that the local vendor is prepared to sell the trailers at a cost deemed reasonable and acceptable by the county, with a quote accompanying the procurement form. Luna County Budget and Procurement Director Joanne C. Hethcox serves as the contact for this procurement and can be reached at 575-545-3342 or jhethcox@lunacounty.gov. Any party wishing to protest the sole source award must submit a written protest within fifteen calendar days of posting or by July 20, 2026. The procurement form is processed through Luna County's Business Office to determine whether sole source criteria are met, though completion of the form does not guarantee approval.

6. How did you determine there was only one source for the product or service? Provide information on the research that was performed to locate suppliers for this product(s) or service(s). We have been looking for these trailers at a reasonable cost to ensure we are adequately taking care of our detainee population during a plumbing incident or renovations to our detention center. All trailers we have researched are not local, are not available for several months and are priced at a point that is unattainable.

7. What product supplier or service provider has your Department used until now to satisfy similar requirements? This has recently become a situation that warrants looking into.

These trailers were used back in 2019 during the asylum event in Deming/Luna County.

The local vendor has no further use for them and is ready to sell at a reasonable price for both.
