About this file

This is a Sole Source Request Letter submitted by Luna County, New Mexico, seeking approval to procure String Pinsetter bowling equipment exclusively from QubicaAMF for the Starmax Luna County entertainment complex. The project involves upgrading existing QubicaAMF 82-90XL free fall Pinsetters to QubicaAMF EDGE String Pinsetters while maintaining USBC certification. Luna County has determined that QubicaAMF is the sole vendor capable of meeting the operational and technical requirements without incurring substantial additional costs or requiring major infrastructure modifications to the bowling facility.

Luna County's justification for sole source procurement centers on two primary factors: compatibility with existing infrastructure and Point of Sale system integration. The EDGE string pinsetters are specifically engineered to fit within the existing footprint of QubicaAMF legacy machines and are fully compatible with current lane beds, pin decks, and ball return systems, requiring no underground work or electrical modifications. Additionally, QubicaAMF equipment integrates with Square, the point of sale system currently used by Starmax for bar, restaurant, and party reservation operations, ensuring unified system records and lane usage tracking. Luna County asserts that procurement from competing manufacturers would necessitate significant structural modifications, system replacements, extended operational downtime, and additional financial obligations that would be costly from both revenue and expenditure perspectives, making the QubicaAMF sole source procurement the fiscally responsible approach to modernizing the facility while maintaining USBC certification.

Request for Sole-Source String Pinsetters through QubicaAMF

This request is submitted for approval to Sole Source the bowling equipment needed for the String Pinsetters upgrade project for Starmax Luna County. The project consists of upgrading existing QubicaAMF 82-90XL free fall Pinsetters to the QubicaAMF EDGE String Pinsetters while maintaining USBC Certification. After much research and numerous conversations with available vendors and after evaluating possible available alternatives, it has been determined that

QubicaAMF is the only vendor capable of meeting the operational, technical and operational system requirements without incurring substantial additional costs and need for major changes in the current bowling alley infrastructure. The justification for Sole Source procurement is as follows.

Compatibility with Existing Infrastructure

EDGE string pinsetters are specifically made to fit in the footprint of all QubicaAMF legacy machines. The proposed EDGE equipment would not require any modifications to our entertainment center and will work with all of the existing electrical components that are in place. QubicaAMF EDGE pinsetters are fully compatible with current lane beds, pin decks and ball return systems and would require no underground work. Competing manufacturers require significant structural modifications to the backend footprint, the underground lane beds, ball return systems and electrical components.

Required Point of Sale Integration

Starmax currently utilizes Square as our Point of Sale for all operations related to the Bar, Restaurant and Party Reservation system. QubicaAMF fully integrates with Square giving us the ability to integrate and run the bowling software, party reservation system software and bar and restaurant software concurrently. This integration is imperative to our daily operations and revenue accountability as it ensures a single, unified system of records and lane usage. Use of non-integrated equipment would require having an additional Point of Sale system in our center that would not carry the ability to communicate with our bar, restaurant and party reservation software causing logistical and operational inefficiencies.

Procuring equipment from another manufacturer would necessitate significant structural changes, replacements of systems already in place and would halt operations in our bowling alley for a significant amount of time. The time and additional financial obligations will be very costly, both from revenue and expenditure standpoints.

In closing, based on the factors outlined above relating to compatibility with existing infrastructure and operational continuity, it has been determined that QubicaAMF is the only vendor capable of providing the required equipment and system integration appropriate for our entertainment complex without substantial modifications and additional costs. Approval of this request would allow for the modernization of our Starmax Entertainment Complex bowling alley in a fiscally responsible manner while minimizing downtime and unnecessary cost while maintaining our USBC certification.
