About this file
This is an Emergency Procurement Request filed by Dona Ana County, New Mexico on May 29, 2026, for detention center medical services to be provided by Thrive Medical Services, LLC. The procurement was authorized by detention center personnel via email on May 29, 2026, at 4:50 PM MST and is justified under New Mexico Statute 13-1-127 due to the immediate need to maintain uninterrupted medical services at the Dona Ana County Detention Center located at 1850 Cooper Loop, Las Cruces, New Mexico. The emergency arose because the current medical services contractor filed for Chapter 11 bankruptcy protection following a recent legal decision, necessitating immediate replacement to ensure continuous healthcare delivery to inmates and staff. The county contacted five potential vendors and evaluated their capacity to provide immediate service; Thrive Medical Services, LLC was selected based on its ability to mobilize quickly and commence operations within a short timeframe. Among the three firms determined capable of meeting operational requirements, Thrive Medical Services, LLC submitted the lowest-cost proposal. The County intends to issue a formal Request for Proposals (RFP) for detention center medical services within one week of the new contractor's commencement to ensure a competitive procurement process and select a long-term provider determined to be most advantageous to the County.
The emergency procurement serves as a temporary interim measure to maintain uninterrupted medical care while the formal solicitation and selection process are conducted. No specific contract term, pricing information, or renewal options are detailed in the emergency procurement request. The procurement was processed by Michael Perez, Purchasing Manager, with contract monitoring responsibilities assigned to Thomas Anderson, Contract Monitor for the Detention Center at Dona Ana County.
