About this file
This is an Emergency Procurement Request issued by Dona Ana County, New Mexico for detention center medical services to be provided by Thrive Medical Services, LLC. The emergency procurement was authorized on May 29, 2026, due to the bankruptcy filing of the current medical services contractor, which necessitated immediate replacement to ensure uninterrupted healthcare delivery to inmates and staff at the Dona Ana County Detention Center located at 1850 Cooper Loop, Las Cruces, NM 88005. The procurement qualifies as an emergency under New Mexico Statute 13-1-127, as continuous access to medical services is essential to detention center operations and cannot be acquired through normal procurement methods. Thrive Medical Services, LLC was selected from among five contacted potential offerors based on its demonstrated ability to mobilize and assume operations within a short timeframe and its submission of the lowest-cost proposal among the three firms determined capable of meeting operational requirements.
This emergency procurement is intended as a temporary measure to maintain uninterrupted medical care while Dona Ana County conducts a formal Request for Proposals (RFP) process to select a long-term medical services provider. The County committed to issuing a new RFP for detention center medical services within one week of Thrive Medical Services, LLC commencing operations. Written authorization for the emergency procurement was submitted via email on May 29, 2026, by detention center personnel, with the justification based on the serious threat to public health, safety, and welfare caused by the previous contractor's inability to continue service delivery.
