About this file

This is an Emergency Procurement Request filed by Dona Ana County, New Mexico for detention center medical services to be provided by Thrive Medical Services, LLC. The procurement was initiated on May 29, 2026, following the bankruptcy filing of the current medical services contractor. The emergency procurement authorizes the immediate assumption of operations by Thrive Medical Services, LLC to maintain uninterrupted medical care delivery at the Dona Ana County Detention Center located at 1850 Cooper Loop, Las Cruces, New Mexico. The County contacted five potential offerors and evaluated their operational capabilities, determining that three firms could meet the County's requirements. The emergency procurement is intended as a temporary measure while the County conducts a formal Request for Proposals (RFP) process within one week of the new contractor commencing services to select a long-term medical services provider.

Thrive Medical Services, LLC was selected based on its ability to mobilize and assume operations within a short timeframe and submitted the lowest-cost proposal among the three qualified firms evaluated. The emergency procurement justification is based on New Mexico Statute 13-1-127, which permits emergency procurement when services are needed immediately to control a serious threat to public health, safety, and welfare and cannot be acquired through normal procurement methods. The medical services are essential to detention center operations and directly impact the health and safety of both inmates and staff. Written authorization for the emergency procurement was provided by detention personnel via email on May 29, 2026, at 4:50 PM MST, with Michael Perez serving as the Purchasing Manager overseeing the determination.

Emergency Procurement Request

Doña Ana County is requesting the Purchasing Department for an emergency procurement of goods and services for Detention Center Medical Services to be provided by Thrive Medical Services, LLC.

Written authorization from Detention Personnel:

Submitted via email, May 29, 2026 at 4:50 PM MST.

Written justification of the basis for the emergency:

13-1-127. Emergency procurement; required conditions; limitations; notice.

A. The state purchasing agent or a central purchasing office may only make an emergency procurement when the service, construction or item of tangible personal property procured:

(1) is needed immediately to:

(a) control a serious threat to public health, welfare, safety or property caused by a flood, fire, epidemic, riot, act of terrorism, equipment failure or similar event; or

(b) plan or prepare for the response to a serious threat to public health, welfare, safety or property caused by a flood, fire, epidemic, riot, act of terrorism, equipment failure or similar event; and

(2) cannot be acquired through normal procurement methods

This emergency procurement is for the Doña Ana County Detention Center, located at 1850 Cooper

Loop, Las Cruces, NM 88005. The emergency directly impacts the health, safety, and welfare of both inmates and staff at the facility, as continuous access to medical services is essential to detention center operations.

The current medical services contractor has filed for Chapter 11 bankruptcy protection as a result of a recent legal decision and has authorized the County to seek a replacement provider. To ensure there is no interruption in the delivery of required medical services, the County must immediately secure services from Thrive Medical Services, LLC on an interim basis.

This emergency procurement will allow the County to maintain uninterrupted medical care while a formal Request for Proposals (RFP) process is conducted and a long-term medical services provider is selected.

Selection of the particular vendor:

The Doña Ana County Detention Center is requesting the procurement of medical services from Thrive Medical Services, LLC through an emergency procurement process. These services must be provided by a licensed medical services provider to ensure the continued delivery of essential healthcare services to the detention center population.

The County contacted five potential offerors and evaluated their ability to provide immediate service.

Thrive Medical Services, LLC was selected based on its ability to mobilize and assume operations in a short timeframe. Additionally, among the three firms determined to be capable of meeting the County’s operational requirements, Thrive Medical Services, LLC submitted the lowest-cost proposal.

To ensure a competitive procurement process, the County will issue a new Request for Proposals (RFP) for detention center medical services within one week of the new contractor commencing services. The emergency procurement is intended solely as a temporary measure to maintain uninterrupted medical care while the County conducts a formal solicitation and selects the proposal determined to be most advantageous to the County.
