About this file
This emergency procurement request from the Dona Ana County Office of Emergency Management seeks disaster relief services from the Community Foundation of Southern New Mexico (CFSNM) to administer housing assistance funds for victims of severe flooding that occurred in June and July 2025 in the communities of Rincon, Vado, Del Cerro, and surrounding areas in Dona Ana County. The procurement is justified under New Mexico statute 13-1-127 for emergency procurements due to the immediate threat to public health, welfare, and safety caused by the flooding events, which resulted in resident displacement, property destruction, and infrastructure damage. CFSNM was selected as the sole vendor due to being the only known local organization with an established disaster assistance fund and operational capacity to manage urgent community support, making competitive solicitation unfeasible given the emergency circumstances.
The total funding allocation is $500,000 transferred from the Hospital Lease Fund to establish a Disaster Housing Fund, with CFSNM receiving administrative fees not to exceed $35,000 or 7% of the total distributed amount, whichever is less. The program operates through a Memorandum of Understanding between Dona Ana County, United Way of Southern New Mexico (serving as application intake and validation partner), and CFSNM (managing fund disbursement). Assistance amounts are structured at $9,000, $3,000, or $1,500 per Resolution 2025-87 based on damage categories, with eligibility requiring proof of residence, ownership/tenancy documentation, completed damage assessments, and compliance with indigent status criteria. Any remaining funds after program completion will be returned to Dona Ana County less agreed administrative fees.
