About this file

This is a Sole Source Request and Determination Form submitted by the Early Childhood Education & Care Department (ECECD) of New Mexico for a Local Early Childhood Systems Building Coalition contract with Roswell WFL INC SHARE. The contractor will establish and facilitate a coalition focused on strengthening early childhood services and programs in Chaves County, with services aligned to ECECD's five-year strategic plan "Florecer" (2022-2027) and the New Mexico Early Childhood Strategic Plan (2021-2024). Key deliverables include convening at least eleven coalition meetings per fiscal year with diverse cross-sector partners, establishing a coordinator position at minimum 0.75 FTE, developing culturally inclusive family leadership opportunities, creating or updating a strategic plan, and implementing systems building activities related to workforce support, school readiness, trauma-responsive practices, and coordinated referral systems. The contractor must also participate in ECECD training, technical assistance activities, coalition convenings, and a coordinator retreat, while submitting monthly invoices, quarterly progress reports, and annual reports on specified performance measures. The contract term extends from execution through June 30, 2027, or one year from the final contract signature date.

The total contract value is $100,000 for FY27, billed monthly to the designated ECECD Program Manager on a provided template, with per diem, mileage, and miscellaneous expenses reimbursed according to Department of Finance and Administration rule 2.42.2 NMAC. The sole source determination was justified based on ECECD's prior January 2024 competitive RFP process for Chaves County, which received no proposals, and subsequent discussions with Roswell Independent School District that determined it could not fulfill the contract requirements. Roswell WFL INC SHARE was identified as the only capable source due to its 2007 founding, proven track record in family engagement and parenting programs since 2012, extensive local partnerships with schools, healthcare providers, law enforcement, and child welfare services, and the organization's Co-Coordinator's position as Early Childhood Principal within Roswell Independent School District, providing critical local relationships and resource access necessary to effectively lead the coalition.

IV. Provide a detailed explanation of the criteria developed and specified by the agency as necessary to perform and/or fulfill the contract and upon which the state agency reviewed available sources. (Do not use “technical jargon;” use plain English. Do not tailor the criteria simply to exclude other contractors if it is not rationally related to the purpose of the contract.)

1. The criteria necessary to perform this scope of work include: Understanding Community

Needs: The contractor must show a clear understanding of the needs of the Chaves County and align their work with state priorities, as outlined in the Florecer plan.

2. Collaboration with Stakeholders: The contractor must be capable of coordinating effectively with various community partners, especially families and service providers. This includes fostering leadership that incorporates diverse voices and ensuring all stakeholders are engaged in the work of the coalition.

3. Tracking Progress and Improving: The contractor must be able to track their progress, use resources efficiently, and engage in continuous learning to build a sustainable early childhood system in the community.

V. Provide a detailed, sufficient explanation of the reasons, qualifications, proprietary rights or unique capabilities of the prospective contractor that makes the prospective contractor the one source capable of providing the required professional service, service, construction or item(s) of tangible personal property. (Please do not state the source is the “best” source or the “least costly” source. Those factors do not justify a “sole source.”)

Wings for L.I.F.E. is uniquely qualified to fulfill the contract for the Local Early Childhood

Systems Building Coalition due to its extensive experience, proven community engagement, and specialized expertise in delivering effective parenting programs. Founded in 2007, this non-profit organization has a strong track record of strengthening family relationships and life skills through best-practice programs in Chaves County. Their longstanding commitment to fostering positive family behaviors and improving the health and well-being of families, especially those with young children, underscores their ability to lead this initiative.

The organization’s qualifications are further enhanced by its development of a successful weekly program since 2012, which offers a court-approved curriculum for parents of all ages and abilities. This program, taught by a state-certified, master’s level educator, leverages confidential video communication to ensure accessibility and flexibility for parents, reflecting WFL’s understanding of the diverse challenges families face.

WFL’s proprietary strengths lie in its extensive local partnerships, particularly its collaboration with key stakeholders such as parents, law enforcement, child welfare services, healthcare providers, and school districts. Notably, WFL’s Co-Coordinator, serves as the Early Childhood Principal within the Roswell Independent School District, providing valuable connections to enhance the coalition’s work. This access to local resources and relationships ensures that WFL can effectively mobilize and coordinate efforts to support the community. Additionally, WFL’s commitment to a relationship-based approach and ongoing community feedback sets it apart.

VI. Provide a detailed, sufficient explanation of how the professional service, service, construction or item(s) of tangible personal property is/are unique and how this uniqueness is substantially related to the intended purpose of the contract.

Wings for L.I.F.E.'s uniqueness is rooted in its deep community ties, specialized experience in parenting programs, and strong network of local partnerships. These distinguishing factors are directly aligned with the objectives of the scope of work for the Local Early

Childhood Systems Building Coalition, which aims to develop a comprehensive early childhood system. WFL's established track record of success in engaging families— particularly through flexible, accessible, and culturally relevant programs—ensures that the coalition's goal of supporting and educating parents is effectively met. In addition, WFL's longstanding relationships with key local stakeholders, including schools, law enforcement, and healthcare providers, facilitate seamless collaboration and resource integration. This strong local network enhances WFL's ability to deliver services that are both responsive and tailored to the specific needs of the community, positioning the organization as uniquely qualified to lead this initiative and contribute to the creation of an effective, sustainable early childhood system.

VII. Explain why other similar professional services, services, construction or item(s) of tangible personal property cannot meet the intended purpose of the contract.

Other professional service providers in Chaves County are unable to offer the Early

Childhood Building Grant services due to a lack of available individuals or organizations willing to assume the role of fiscal agent and take responsibility for the full scope of work outlined in the grant. This has created a barrier to the effective delivery of services in the region, as the fiscal agent is a critical component to ensure proper oversight, management, and accountability of the grant’s objectives.

VIII. Provide a narrative description of the agency’s due diligence in determining the basis for the procurement, including procedures used by the agency to conduct a review of available sources such as researching trade publications, industry newsletters and the internet;

contacting similar service providers; and reviewing the State Purchasing Divisions’

Statewide Price Agreements. Include a list of businesses contacted (do not state that no other businesses were contacted), date of contact, method of contact (telephone, mail, e-mail, other), and documentation demonstrating an explanation of why those businesses could not or would not, under any circumstances, perform the contract; or an explanation of why the agency has determined that no businesses other than the prospective contractor can perform the contract.

In January 2024, the Early Childhood Education and Care Department (ECECD) issued a competitive Request for Proposals (RFP), offering priority preference points to offerors located in Chaves County. However, at the conclusion of the RFP cycle, no offerors submitted proposals for Chaves County. Furthermore, ECECD has engaged in discussions with the Roswell Independent School District regarding the potential of performing under this contract. After several rounds of conversations and careful consideration, the Roswell

Independent School District ultimately determined that it was not in a position to undertake the responsibilities required to fulfill the terms of the contract.
