About this file
This is a Traffic Signal Maintenance Services pricing sheet for the City of Detroit, Michigan, Public Works Department, submitted as part of a Request for Qualifications (RFQ) for a three-year contract term. The document outlines a comprehensive maintenance pricing structure covering traffic signal infrastructure across the city. The scope of work encompasses 270+ pay items organized in multiple tables, including routine maintenance activities such as delineator replacement, mast arm pole installation, traffic signal head repairs, conduit work, cable installation, pedestrian signal maintenance, and detection system servicing. The pricing schedule is divided into a Base Bid option with unit prices and time-and-materials components, three optional bid alternatives, and emergency response services. Contractors may also propose annual preventive maintenance services and first responder contingency services on a supplemental basis. The structure allows the City to select different bid options or combinations thereof on a yearly basis, with the City retaining discretion to modify the service delivery model by June 15 of each contract year.
The Base Bid requires contractors to submit unit prices for identified maintenance activities and establish hourly billing rates for work not covered by the unit price schedule. Unit prices exclude materials, which are reimbursed separately with contractor-applied markups not to exceed 5 percent. Time-and-materials work is compensated at distinct rates for normal working hours (350 estimated billable hours monthly) and overtime hours (75 estimated billable hours monthly), with costs including equipment and mileage. Optional Bid 1 offers a lumpsum monthly rate for first responder services; Optional Bid 2 provides annual preventive maintenance at a per-intersection monthly rate across approximately 500 intersections; and Optional Bid 3 establishes an all-inclusive time-and-materials approach with 500 estimated normal hours and 100 estimated overtime hours monthly. Additional provisions include portable generator deployment reimbursement at specified rates, storage and handling charges for salvaged materials, and allowance for subcontractor markup. The document provides estimated annual quantities for various pay items to assist contractors in developing competitive pricing proposals.
