About this file
This is a Request for Bid (RFB) specifications document for the City of Yuma, Arizona, outlining traffic control services for various community events and city projects under contract reference RFB-26-216. The City of Yuma requires comprehensive traffic control services for thirteen recurring community events, including Downtown Christmas, Yuma AGFest, BBQ & Brew Festival, Children's Festival of the Arts, Tacos and Tunes, Dorothy Young Memorial Electric Light Parade, Veteran's Day Parade, Silver Spur Rodeo Parade, 4th of July Spectacular, Midnight at the Oasis, Scary and Safe, Yuma County Spring Fair, and MCAS Yuma Air Show. Bidders must provide all-inclusive per-event pricing that will apply to the next occurrence of each event within the contract term. The specifications document serves as the minimum standard for bidding and references Attachment A containing approved traffic control plans from previous events to assist vendors in estimating labor, equipment, and resources. The document does not specify response dates, due dates, site visits, bidder conferences, award dates, or contract term length.
For non-specified events and projects, contractors may be required to furnish various traffic control equipment and devices, including barricades, channelizing devices, portable lighting and power equipment, MUTCD-compliant signage, parking and tow-away notification signs, and operations labor such as full-service barricade deployment and ATSSA and IMSA certified flaggers. The specifications establish minimum standards for quality and performance but are not restrictive regarding manufacturer selection. For the thirteen identified community events, the City will provide required flaggers; however, contractors are responsible for supplying flaggers for any non-specified events, unplanned or planned road closures, maintenance activities, or emergency situations. All traffic control devices must comply with the latest MUTCD requirements, and contractors must coordinate with City of Yuma Engineering Inspection Services and other government agencies for necessary approvals. The specifications document does not address pricing terms, set-asides, incumbent information, funding sources, or specific contract duration details.
