About this file

Harris County has issued a solicitation for bids to provide park picnic tables, benches, trash receptacles, and related items for Precinct 1, with a contract term of one year beginning approximately October 1, 2025. The county anticipates awarding the contract to a single vendor, with the option of four additional one-year renewals subject to Commissioners Court approval. The solicitation seeks commercial-grade, corrosion-resistant items suitable for outdoor public park use, including specific requirements for 52-gallon in-ground trash receptacles in blue, rectangular picnic tables in 6-foot and 8-foot models (with the 8-foot model being ADA accessible), and park benches in 6-foot and 8-foot lengths, also in blue.

The bid emphasizes a "lowest and best" evaluation approach, considering factors such as price, vendor capability, time constraints, performance quality, and compliance with specifications. Pricing must be all-inclusive, covering labor, materials, equipment, and testing costs. The county reserves the right to purchase more or less than estimated quantities and may add or remove categories throughout the contract term. The solicitation includes provisions for minority and woman-owned business enterprise (M/WBE) participation, with the county expecting vendors to make good faith efforts to assist in meeting diversity goals. Vendors must complete a Certificate of Interested Parties (Form 1295) and are subject to potential price adjustments based on manufacturer cost changes, with restrictions on the timing and frequency of price increases.
