About this file
This is a Request for Bid (RFB) document from Harris County, specifically for Harris County Public Health (HCPH), seeking to procure nine (9) ultra-low volume (ULV) chemical spray units. The contract term is set to begin on or about October 1, 2025, and will last for twelve (12) months, with the potential to continue until all pre-expiration orders are satisfactorily completed. The bid solicits vendors to provide spray units designed for high-efficiency chemical application, with specific technical requirements including 18-20 horsepower engines, 6-12 gallon fuel tanks, high-output blowers, 15-gallon chemical tanks, and electric start systems. Harris County reserves the right to award to a single vendor or multiple vendors as primary and secondary suppliers.
The bid emphasizes a "lowest and best" evaluation approach, considering factors beyond price such as vendor capability, performance history, and overall value. Pricing must be all-inclusive, covering labor, materials, equipment, and testing costs, with no separate line-item charges permitted. The county encourages participation from minority and woman-owned businesses (M/WBEs) and expects vendors to make good faith efforts to support diverse business engagement. Price adjustments are only allowed for industry-wide changes documented by manufacturers, with restrictions on timing and magnitude of increases. Additionally, vendors must provide a minimum one-year warranty and be prepared to promptly service and potentially replace equipment if defects occur within the initial installation period.
