About this file
This Statement of Work outlines requirements for developing, testing, manufacturing, and deploying seven Video Mapping Generator (VMG) system units for the AN/MPN-14K Landing Control Central system. The effort includes one First Article Test unit, six production units, associated cables, technical data package, and installation/usage instructions.
The contractor must deliver a software solution to replace the obsolete GPA-134 VMG hardware system that currently provides geographical data, air routes, graphics, beacon, obstructions, and NAVAID positions for radar displays. Key requirements include eliminating obsolete items and LAAS PROMs, utilizing the A-Box for mapping software, and implementing a Linux-based laptop solution with disabled Wi-Fi. The period of performance is 12 months after contract award. First Article Testing will be conducted at the 260th ATCS in Portsmouth, NH. The contract requires delivery of comprehensive technical documentation, including Technical Orders, and distribution of units to seven specific Air National Guard and Air Force locations. The contractor must comply with ISO 9001:2015 quality standards and provide monthly status reports, conduct program reviews, and deliver all items according to specified packaging and security requirements.

1. Scope
This Statement of Work (SOW) defines the effort required to develop, test, manufacture, and deploy a total of seven (7) Video Mapping system units, to include six (6) production units, one
(1) First Article Test (FAT) unit, associated cables, the complete Technical Data Package (TDP), and instructions for installation and use of the system
FAT will be conducted at location assigned by the Gov based on availability of resources. Upon completion of the FAT and acceptance by the Government/Program Office, the Contractor will assemble and distribute all productions and FAT unit to the locations identified in Table 2.
2. Background
The AN/MPN-14K Landing Control Central (LCC) is a tactical Air Traffic Control (ATC) system comprised of two (2) equipment vans housing radar and associated communications and electronics equipment: The Precision Approach Radar (PAR)/Airport Surveillance Radar (ASR) van and the Operational (OPS) van. The AN/MPN-14K is currently planned to remain in service through FY27. The fleet consists of eight (8) deployable systems and one (1) depot level mock-
up. The Video Mapping Generator (VMG) system contains high accuracy and resolution digital map information stored on EPROMS on Map Memory Segments. Naval Information Warfare Center (NIWC) has declared no repair capability of VMG system Slim-line. No alternative source of repair exists for failed systems. The major concern is the loss of capability for the Radar to present geographical data, air routes, graphics, beacon, obstructions, and Navigational Aid (NAVAID) positions. Operational capabilities of current systems are diminished due to lack of functioning VMG system. A software solution removes the need for the VMG system and addresses the lack of repair capability of VMG system Slim-line and alternative source of repair for failed systems.
2.1 Technical Requirement/Specification
• Eliminate obsolete items
• Eliminate the need for LAAS PROMs and programming of EPROMs
• Eliminate all existing GPA-134 hardware
• Utilize the A-Box to run mapping software when selecting map files
• Software/Firmware package that will create mapping data on existing ASR indicator
• Linux based, stand-alone laptop with cabling delivery method to existing ASR indicator positions. Wi-Fi must be disabled.
3. Period of Performance The period of performance for this effort shall be 12 months after contract award. In the event an extension is required, the request will be worked through the Contracting Officer.
4. Quality Assurance The Contractor shall establish and maintain a documented quality system that, at a minimum is compliant with the requirements of ANSI/ISO/ASQ Q9001:2015, Quality Management Systems
Requirements or equivalent. The quality system shall address the Contractor’s processes for ensuring quality services, documentation, hardware and software. The quality system procedures, planning, and all other documentation and data that comprise the quality system shall be made available to the Government/Program Office upon request.
5. Program Management The Contractor shall maintain a formal organization to manage the contract including program control, quality assurance, configuration management, management of Government furnished resources, if any, risk management, and security. The Contractor shall assign a Program Manager to organize, plan, schedule, implement, control, analyze, and report on all elements of the contract/task order. The Program Manager shall be identified to the government and shall be prepared to present and discuss the status of contract activities with the Government/Program Office at any time during normal business hours (8:00 am to 4:00 pm CST). The Contractor shall provide all necessary qualified personnel, management, non-personal administrative and technical services, materials, and facilities to support the requirements of this SOW, including the shipping of the completed units.
