Statement of Work Colorado Division of Water Services Stream Gauging for San Juan Chama Project

1.0 Background

The San Juan-Chama Project diverts flows from the San Juan-Chama (SJC) watershed to the Rio Grande watershed. The US Bureau of Reclamation is legally bound to bypass certain minimum flows within the SJC watershed to ensure adequate downstream flow. This contract provides measurement of bypass flows by the Colorado Division of Water Resources (CODWR), as well as San Juan-Chama Project inflow, using gauges that CODWR installed, owns, operates, and maintains. In addition, the State of Colorado has an interest in monitoring bypass flows to ensure legal minimums are maintained.

2.0 Scope

Colorado Division of Water Resources has been performing stream gauging at bypass locations, below Reclamation’s SJC diversion dams, for many years. This contract will give CODWR money to offset their O&M costs for these gauges, from which Reclamation accesses the streamflow data.

3.0 Objectives

Monitor compliance with bypass-flow requirements and SJC Project inflow.
