About this file
This document is a pre-proposal meeting presentation for a City of Dallas procurement opportunity for Temporary Veterinarian Help, hosted by the Office of Procurement Services. The solicitation (BCZ25 - 00028310) is a Request for Competitive Sealed Proposal (RFCSP) for a five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to provide temporary licensed veterinarians. Key dates include a questions deadline of 10:00 AM CST on 08/22/2025 and proposal submission due date of 1:00 PM CST on 09/12/2025. The procurement process is expected to take approximately 6 months, with evaluations, negotiations, and final council approval stages outlined in the presentation.
The solicitation includes a local preference program that provides advantageous consideration for firms with their principal place of business in Dallas or meeting specific local workforce composition requirements. Proposals will be submitted through the Bonfire online solicitation portal, with suppliers required to complete all necessary forms. Evaluation criteria will focus on finding the most advantageous proposer, with considerations including insurance requirements, living wage standards, and potential minority participation goals. The contract will be fully executed after city council approval and entry into the city's financial system.
