About this file
This is a Heat Protection Safety Requirement Guidance document for a traffic signal systems installation and modification project in Harris County Precinct 4, Texas. The document establishes mandatory safety requirements that all contractors must incorporate into their project Safety Plans to protect workers from weather-related hazards, including extreme heat, cold weather, and other adverse conditions. The guidance specifies that Prime Contractors must provide provisions to prevent heat-related and cold-related illnesses, and during extended periods of adverse weather, contractors must provide accommodations as necessary to ensure worker safety and wellbeing.
The document requires that contractors develop a project-specific Heat Awareness Plan when temperatures reach 90 degrees Fahrenheit or higher (including heat index calculations), with provisions for worker acclimatization, adequate water supply, scheduled rest periods, and shade availability. By submitting a bid and signing the Bid Acknowledgement, vendors acknowledge their understanding of and agreement to comply with these heat protection safety requirements throughout project execution. This guidance document serves as a binding contractual obligation for all bidders on the Fry Road traffic signal installation project (UPIN 23104MF2XH01).
