About this file

This document is a Justification and Approval (J&A) for a sole source contract modification for the U.S. Navy's Fleet Logistics Center Sigonella in Naples, Italy. The modification (P00015) extends an existing contract (N6817122P0181) with SSG for construction security services, specifically ten (10) Construction Surveillance Technicians (CSTs) and two (2) Cleared American Guards (CAGs). The contract will run from 01 SEP 2025 to 31 JAN 2026 for a total value of $1,184,548.80, with work hours from 0700-1700 Monday through Friday, potentially including night shifts.

The contract was originally awarded competitively in June 2022 with three quotes received, and SSG was selected as the best value with the lowest price and outstanding past performance ratings. The modification is necessitated by delays in the construction contract, requiring continued security services to maintain security accreditation and ensure timely personnel onboarding for a Department of Defense facilities engineering project. The contracting activity, NAVSUP Fleet Logistics Center Sigonella (FLCSI), anticipates posting a synopsis of the sole source modification to the Government-wide point of entry (GPE) and plans to compete similar security services in future construction projects.

Text version

As these specialized services are in an overseas location, the short turn-around time needed to have the personnel in place, and the continuity of management for the personnel accreditation process necessitate contracting with the existing source for these services. The basic contract was competitively awarded in June 2022. In response, there were three quotes received. SSG’s quote was rated as the best value quote to the Government, with the lowest price, and being rated as having outstanding combined technical/risk and substantial confidence past performance ratings.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

The contracting officer will post a synopsis of the intended sole source modification to the Government-wide point of entry (GPE), the SAM website. While the Government has determined not to solicit from more than one source, if any responses are received, it will retain the information to use as market research for any future opportunities.

7. Determination of Fair and Reasonable Cost.

The total estimated potential value for the additional services incorporated by P00015 is $1,184,548.80. The contracting officer has determined that the anticipated cost to the Government of the additional personnel covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, NAVSUP FLCSI has no plans at this time to compete the subject extension.

However, NAVSUP FLCSI fully anticipates competing requirements for similar security services on future construction projects.

9. CONTRACTING POINT OF CONTACT

The contracting point of contact is Mr. Benjamin Hardy, who may be contacted at telephone number +39 081 568- 3979 or via e-mail at Benjamin.n.hardy.civ@us.navy.mil.
