PERFORMANCE WORK STATEMENT

FOR

Middle School (6-8) Mathematics Core Curriculum

1. GENERAL INFORMATION

0. Agency

0. The Department of Defense Education Activity (DoDEA) serves dependents of military and civilian employees by providing PK-12 instruction to approximately 70,000 students in 160 brick-and-mortar schools. Student enrollment is based primarily on deployment of military troops worldwide. In the Americas, DoDEA operates 51 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 64 schools located in Germany, Italy, England, Netherlands, Belgium, Spain, Turkey and Bahrain. In the Pacific, DoDEA operates 45 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA's curriculum, resources, and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems. DoDEA’s fully accredited Virtual High School has teaching hubs in each DoDEA region: US, Europe, and Pacific.

0. DoDEA schools have various grade configurations, with the most common being K-2, 3-5 and 6-8. Of DoDEA’s 160 brick-and-mortar schools, 61 schools have students with at least one grade 6-8. Of the 6-8 schools, twenty are part of an elementary school and 17 are part of a high school.

0. Military-connected students experience high mobility rates in and out of school systems across the nation and the world; thus, DoDEA makes a concerted effort to mitigate transitional barriers to military-connected students’ success, working toward a world-wide systemic education network.

0. DoDEA has adopted College and Career Ready Standards (CCRS) in literacy, mathematics, social studies, and science, which are rigorous, research-based, and reflect the knowledge and skills students need for success in college and careers and are consistent with the Common Core State Standards (CCSS), National Core Art Standards (NCAS), Next Generation Science Standards (NGSS) and the C3 Framework for Social Studies State Standards (C3).

0. Background

1. DoDEA offers five courses for students in grades six, seven and eight. Math 6, Math 7 and Math 8 utilize the College and Career Ready Standards for Mathematics (consistent with CCSSM). Accelerated Math 7/8 cover all of 7th grade standards and half of 8th grade standards. Accelerated Math 8/Algebra I cover the remaining 8th grade standards and all of Algebra 1 standards. Upon completion of Accelerated Math 8/Algebra 1 students receive high school Algebra I credit. DoDEA has two types of class schedules: traditional periods and A/B block. Class schedules vary by school.

1. DoDEA students have been using the EngageNY open resources for the middle school course curricula. DoDEA also obtained digital supplementary and assessment resources to support print resources.

1. DoDEA has identified the following goals related to the DoDEA Blueprint for Continuous Improvement:

· Challenge and prepare each student to maximize his or her academic growth and well-being for college, career, and life.

· Transition to College and Career- Develop comprehensive programs to support students throughout their primary and secondary education for their transition into college and career.

Additionally, the following initiatives excerpted from Goal 1, outlined in DoDEA’s Blueprint for Continuous Improvement, further fuels our vision to ensure “Excellence in Education for Every Student, Every Day, Everywhere.”

Goal 1Strategic Initiative 1.1b and 1.2d

· Strategic Initiative 1.1b…we will implement programs and supports to address achievement gaps between racial, ethnic, ability, and other identified groups.…to meet each student’s academic and developmental needs, we will provide tiered support in the classroom

· Strategic Initiative 1.2d... we will refine and develop programming beginning in elementary school to support the development of all aspects of college and career readiness.

Scope of work

1.3.1 DoDEA requires intentionally aligned off-the-shelf curricular resources that (1) are based on the most current research for mathematics instruction and aligned to CCSSM, and (2) provide thorough guidance for teachers to successfully implement the resource (3) provides thorough guidance for teachers towards differentiated instruction to meet the needs of all learners, including English Language Learners and students with Individual Education Plans (IEPs). (4) Materials contain a variety of formative and summative assessments to monitor student progress. (5) Professional learning to implement the program with fidelity and throughout Base Years of contract needs to be available. DoDEA expects to award one contract for a 5-year base period plus one 12-month option period. The requirement is based on the current number of DoDEA students and teachers.

1.3.2 The estimated Base Year 1 requirements vary depending if the resource is consumable or hardback. Student and teacher resources needed are listed in the table below. Math 7 and Math 8 totals include Accelerated Math courses. Annual replacement/replenish requirement of hardback books is expected to be 5-10 percent of the Base Year 1 amount.
