About this file

This is a Scope of Work document from Montgomery County Parks, Trails, & Historic Sites for a fish nursery sub-lease partnership with the Pennsylvania Fish & Boat Commission. Montgomery County is soliciting responses from insured for-profit, non-profit, and public entities to maintain and operate a trout nursery at the Stony Creek Nursery facility located at 57 Upper Farm Road, Norristown, Pennsylvania. The facility includes approximately 6 pool raceways, suitable wells, a clubhouse, pavilion, and storage sheds. The project objectives include operating the nursery to rear fingerling trout for fishing opportunities serving disadvantaged children, disabled citizens, and the general public during special events such as fishing derbies. The County intends to execute a 10-year sub-lease with the selected organization. Interested parties must submit a one to three-page letter of interest that includes the organization name, primary contact information, a description of past, current, and future activities demonstrating successful nursery operation, and a minimum of three professional references. An onsite pre-bid conference will be held to allow prospective bidders to tour the nursery and related buildings; bidders should consult the Bonfire portal for the specific date and time. All final proposal submissions must be submitted electronically through Montgomery County's procurement portal at https://montcopa.bonfirehub.com/portal by the posted submission deadline.

The sub-lessee will be responsible for all operational costs including utilities, electricity, maintenance, trash removal, and portable toilet rentals. The Department of Conservation and Natural Resources has agreed to fund capital costs associated with supplying a new dedicated electrical service to the selected operator. The site will be limited to club-related activities and storage only, with vehicle parking and operation permitted on the sub-leased space. No camping, bonfires, or after-hours access is allowed unless approved by the Norristown Farm Park Site Supervisor. Access to the site is restricted to the gate at 57 Upper Farm Road, and the gate must remain locked unless otherwise authorized. The Stony Creek Nursery site currently lacks electricity, and larger ponds are undergoing a dredge project. Upon County review and approval from DCNR, the sub-lease will be activated, after which DCNR will initiate an RFP for the electrical capital project. All questions regarding this solicitation must be submitted through the Messages/Opportunity Q&A section in the Bonfire portal for public review.
