About this file
This document is an Addendum (Addendum One) for Bid 26-12 issued by Parkway Schools for Supplemental Secondary Taxi Service, dated August 22, 2025. The bid is scheduled to open on August 26, 2025 at 2:00 pm CST, with a three-year contract period and optional extensions. The bid seeks transportation services primarily for a single student requiring 60 miles of daily round-trip transportation, with potential flexibility for alternative transportation models beyond traditional taxi services.
The addendum includes a comprehensive Q&A document addressing various operational details, including vehicle specifications, driver requirements, and service parameters. Key points include no CDL requirement for smaller vehicles, a maximum transit time of 125 minutes, openness to alternative transportation methods, and current use of United Cab as the transportation provider. The district currently serves approximately 250 McKinney-Vento students and requires consistent pricing formats to ensure fair vendor comparisons. Electronic invoicing is preferred, and the district is willing to provide a 30-day cure period for minor compliance issues. The transportation service covers the City of St. Louis, St. Louis County, and an additional 62-mile service radius.

Question Answer In the past year, were there any special equipment needs like wheelchair accessible vehicles, monitor/aid needs, car seats, buckle guards, safety vests, etc.?
Our students often require car seats for younger ages such as a booster.
Is the district open to an alternative transportation model, rather than a taxi service model? Our company partners with locally owned transportation providers to recruit drivers and vehicles, and are supported through our vetting, driver education, and technology platforms. We are able to provide students with a consistent driver each day, enhancing services stability for students who need it the most.
We are open to learning more of an alternative transportation method versus a taxi cab
In the past school year, how many students did the district transport under this contract? How many trips did it amount to over the course of the year?
one student was transportated 60 miles to and from school, daily
How many instances of liquidated damages did the district issue in the past school year?
Does the district want bidders to submit exceptions and deviations as a part of the bid?
Please list any exceptions and/or deviations that would pertain to bid specifications.
We have found that districts have potential to save money and have more pricing transparency with a trip origination fee and per-mileage rates.
Will the district accept this type of alternate pricing model?
The pricing sheet needs to be filled out as is so that all vendors can be compared equally.
Does the maximum passenger numbers of 4/3 still apply to minivans which carry a total of 6-7 additional passengers, not including the driver?
The number of students can be adjusted based on the size of the vehicle
Is a CDL required for all drivers, including vehicles that support 12 or less passengers, such as minivans? no What is the actual maximum transit time for students? Shown as ninety (125) minutes. 125 minutes Will the District consider a fuel surcharge clause in the event of significant fuel price increases over the contract term? No
The contract period is three years with optional extensions. Can the District clarify if pricing for the optional years must be fixed now or can be negotiated at the time of renewal? Optional Fixed can be a percentage increase
For invoicing, will the District accept electronic trip logs as an alternative to physical charge tickets?
Our standard process is to bill on the first of each month for the previous month’s services, submit the invoice via email, and make it available in the District’s portal. Would this process be acceptable? yes, electronic is preferred Are wait-time charges allowed if a student is delayed beyond the scheduled pickup time?
It is expected that the driver will continue with their route once the wait time has passed
Is there flexibility in the submission process to present a customized bid price form (e.g., base price fee + per-mile fee) instead of the provided bid table format?
With the districts purchasing software it is better to enter into the bid table format provided so that all vendors can be compared equally.
Will there be an opportunity to cure minor compliance issues before liquidated damages are imposed?
Yes, that is a reasonable request - in some of our other contracts it is normally 30 days.
Can the District confirm if liquidated damages will be applied per driver per month, or per incident, when non-compliance occurs?
For quarterly MVR checks and semiannual criminal checks, will the District accept third-party verification reports, or must they be conducted directly through Missouri agencies? MO State Highway Patrol is preferred For the requirement of a Missouri School Bus Permit, does this apply to all taxi drivers, or only those operating certain vehicle types?
For trips extending beyond 62 miles outside of the Parkway School District boundary, can the District provide an estimate of how many such trips have occurred in the past year or are anticipated annually under this contract?
