About this file

Summary

This Request for Proposals (RFP) is issued by Atlanta Public Schools, the seventh-largest school system in Georgia serving approximately 50,000 students, to solicit qualified contractors for Environmental Testing and Consulting Services. The solicitation encompasses multiple service categories including Indoor Air Quality (IAQ) testing, asbestos bulk sampling and post-abatement air clearance testing, lead-based paint analysis, potable water testing, and hazardous building material surveys. Atlanta Public Schools will issue work through individual task orders that vendors must acknowledge within 24 hours and complete according to specified timelines. The pre-proposal conference is scheduled for April 29, 2026, at 10:30 a.m. ET at the Valerie Dial Thomas Facilities Center. The proposal submission deadline is May 22, 2026, at 11:00 a.m. ET via the Bonfire online portal. APS reserves the right to make multiple awards based on experience and qualifications. The contract will be for an initial one-year term with options for up to four additional one-year renewals. Evaluation will occur in two phases: Phase 1 assesses company qualifications and experience (450 points), methodology and operations (450 points), and cost (100 points); Phase 2 involves presentations and interviews (1,000 points) for shortlisted offerors.

Vendors must provide comprehensive pricing on the APS price proposal form with separate tabs for asbestos, lead-based paints, and mold and water services. Pricing must remain firm for one year from the award date, with price adjustments thereafter subject to APS discretion and potentially tied to the Consumer Price Index. The solicitation requires a minimum of five years of experience providing environmental testing services to large-scale facilities and other Georgia school districts, along with three references from similar engagements. All vendors must comply with Georgia House Bill 87 regarding employment verification, submit to criminal background checks at a cost of $47.23, and maintain required insurance including workers' compensation, general liability, automobile liability, and umbrella coverage. The contract is contingent upon satisfactory background checks and compliance with all federal, state, and local regulations. Vendors must be available for emergency responses within three hours and standard calls within twelve hours, with the majority of work performed outside standard school hours (after 3:00 p.m. on weekdays and weekends).

1.1 PURPOSE

1.1.1 The Atlanta Independent School System (hereinafter, “Atlanta Public Schools” or “APS”) invites qualified vendors to submit proposals to provide the Facilities Department with Environmental Testing and Consulting Services.

1.1.2 APS is seeking experienced and qualified contractors to provide Environmental Testing and Consulting Services to the district in accordance with all Local, State, and Federal regulations.

1.1.3 This solicitation is issued in accordance with applicable state and federal laws.

1.2 BACKGROUND

1.2.1 Atlanta Public Schools (APS) is the seventh-largest school system in Georgia and the eighty-ninth-largest school system in the nation. APS currently serves approximately 50,000 students and operates schools and administrative facilities ranging in size from 31,000 square feet to 485,000 square feet. Some campuses are comprised of a single structure, while others have multiple structures. All schools are within the city limits of Atlanta.

1.2.2 Atlanta Public Schools currently uses multiple pre-approved vendors to provide Environmental Testing and Consulting Services for various APS properties in accordance with the requirements detailed below on various projects as the need arises and as directed by APS’s Facilities Department. These services include, but are not limited to, routinely scheduled projects.

1.3 CONTRACT TERM

The first term of the contract will be when the last signature is obtained through one (1) year. The contract will include an option of up to four (4) additional one-year contract renewals if agreed upon by both Atlanta Public Schools and the Vendor.

1.4 AWARD

1.4.1 APS reserves the right to make multiple awards, based on experience and qualifications, if it is deemed to be in the district’s best interest. APS reserves the right to negotiate with the highest-ranked proposer regarding proposal scope, quality, price, and any other issues it considers relevant to the awarded performance of the services.

https://aps.bonfirehub.com/opportunities/169982

1.4.2 If awarded to multiple vendors, the contract will be utilized by distributing service needs based on factors such as vendor capacity, geographic coverage, pricing, and specific expertise. This approach ensures flexibility, maintains competitive service quality, and allows us to allocate work efficiently across offerors to best meet our requirements.

2.0 SCOPE OF WORK

2.1 The vendor must have proven experience in meeting the solicitation requirements as described in sections 3.0 and 4.0. In addition, the vendor’s proposed solution must provide a description of the functionality, the user's process for utilizing the services, and implementation requirements and dependencies. The Vendor must describe the functionality required to meet each of the required specifications.

2.2 The vendor must comprehensively describe the methodology and procedures intended to fulfill the requirements outlined in this RFP for APS. The selected Vendor(s) will be accountable for meeting the specifications and guidelines outlined herein. The projects encompass Environmental Testing and Consulting Services.

2.3 The descriptions are not all-inclusive but are provided to inform you of services or requirements that may require additional planning or programming on your part. A detailed plan is required to respond to this solicitation to describe how the Vendor will implement and achieve the services required.

2.4 The Atlanta Public Schools Asbestos Management Plans have been developed pursuant to the requirements of the Asbestos Hazard Emergency Response Act (AHERA) of 1986. The Asbestos Management Plans contain documented Asbestos Containing Building Materials (ACBM) locations to the best of our knowledge and are available for your review.

2.5 APS will specify the services to be performed by the Offeror(s) in the form of written task orders. The Offeror will acknowledge all written task orders within 24 hours of receipt and complete all services within the timeframe stated in each individual task order.

2.6 For an individual project, the vendor shall make one site visit per project at no cost to prepare the breakdown of charges in accordance with the requested service. All chargeable time will start at the check-in time on site and end at the completion of the work at the site. Vendor agrees to respond to emergency calls within three (3) hours and standard non-emergency calls within twelve (12) hours by phone and on-site. Since some of the work may be requested with urgent status, all vendors considered must be capable of proceeding with the work on very short notice.

2.7 A majority of the work will be performed after hours. After-hours are defined as Monday – Friday after 3 PM and Weekends (defined as Saturday and Sunday). The regular school day's hours are from 7:30 AM to 2:30 PM.

2.8 Vendor shall submit a work schedule for each job. The environmental manager will approve the work schedule and make any changes if necessary to meet the needs of the business.
