About this file
This is a Scope of Work document for the City of Arlington, Texas, for the procurement of one static pipe bursting rig and associated tooling designed for trenchless pipeline replacement. The equipment must be capable of replacing existing pipelines ranging from 8 inches to 20 inches in diameter, with emphasis on upsizing from 16-inch host pipe to 20-inch HDPE DR11 PE4710 pipe over typical runs of approximately 400 feet in cohesive clay soils at shallow depths. The system shall include a horizontal static hydraulic pulling rig with a minimum continuous rated pullback capacity of 200 U.S. short tons (400,000 pounds), complete rod handling systems, and interchangeable bursting and splitting tooling compatible with various pipe materials including vitrified clay pipe, reinforced concrete pipe, cast iron pipe, asbestos cement pipe, ductile iron pipe, PVC pipe, and HDPE pipe. All equipment must be new, unused, and from current manufacturer production, delivered fully assembled and tested with operator manuals, maintenance documentation, parts catalogs, and specialized tools included.
Proposers must submit comprehensive documentation with their proposals, including manufacturer technical specifications, rated pullback capacity verification, bursting and splitting tooling descriptions, equipment dimensions and transportation requirements, hydraulic system specifications, warranty information, and at least five references of similar 12-inch to 20-inch diameter pipe bursting projects with owner contact information. The City will conduct post-delivery inspection and functional testing, with provisions to reject and return non-conforming equipment at the supplier's expense. Service support and parts availability within the region are required considerations, and the City of Arlington exclusively uses Bonfire for solicitation notification and dissemination, with electronic submission strongly encouraged.

26-0171 Purchase of Pipe Burst Equipment
Scope of Work
1. GENERAL REQUIREMENTS
1.1 Purpose
The City seeks to procure one (1) static pipe bursting rig and associated tooling designed for trenchless pipeline replacement applications. The system shall be capable of replacing existing pipelines using static pipe bursting methods, including upsizing from 16-inch host pipe to 20-inch DIPS HDPE DR11 PE4710 over typical runs of approximately 400 feet in cohesive clay soils at shallow installation depths (approximately 8 feet).
The equipment provided shall be a complete, fully integrated static pulling system capable of generating sufficient constant tensile force to fracture or split the host pipe while simultaneously installing the replacement pipe. The system shall be delivered fully assembled, tested, and ready for operation.
The intent of this procurement is to obtain equipment capable of performing trenchless pipe replacement work in municipal water and wastewater infrastructure with minimal surface disruption.
1.2 Minimum Performance Requirements
Proposers shall provide equipment meeting or exceeding the following minimum performance requirements:
A. Pullback Capacity The pulling system shall provide a minimum continuous rated pullback capacity of 200 U.S. short tons (400,000 pounds or approximately 1,780 kN). The system shall be designed to accommodate pipe bursting forces associated with moderate upsizing in cohesive clay soils for runs up to approximately 500 feet.
B. Pipe Diameter Range The equipment shall be capable of bursting or splitting host pipes ranging from approximately 8 inches through 20 inches in diameter, or a broader range, and installing replacement pipe up to 20-inch DIPS HDPE or larger.
C. Upsizing Capability The system shall support moderate upsizing applications, generally defined as a single nominal pipe size increase or up to approximately 25–30 percent increase in diameter, through the use of compatible bursting heads, splitting heads, and expander cones.
D. Soil and Pipe Compatibility The equipment shall be suitable for use in common municipal pipe bursting applications involving fracturable or splittable host pipes including, but not limited to:
• Vitrified clay pipe
• Reinforced or non-reinforced concrete pipe
• Cast iron pipe
• Asbestos cement pipe (ACP)
• Ductile iron pipe
• PVC pipe
• HDPE pipe
Where applicable, the system shall include pipe splitting capability designed to reduce debris generation and minimize required pulling force.
E. Run Length Capability The system shall demonstrate proven capability to perform pipe bursting runs of 400 to 500 feet or greater, assuming appropriate rod management and site conditions.
2. EQUIPMENT SPECIFICATIONS
2.1 Pulling Rig and Hydraulic Power Unit
The Contractor shall provide a horizontal static hydraulic pulling system meeting the following minimum specifications:
A. Equipment Type A horizontal static hydraulic pulling rig, preferably utilizing a rod-based system for precise control during pipe bursting operations.
B. Pullback Capacity Minimum 200 U.S. short tons continuous rated pullback force.
C. Pulling Speed Variable pulling speed with low-speed control for monitoring pipe bursting progress and higher speed capability for rod payout or repositioning.
D. Power Source Diesel engine compliant with applicable EPA Tier 4 emissions standards. Equipment designed for operation in urban environments is preferred, including noise-reduction features where feasible.
E. Hydraulic System The hydraulic system shall include:
• Pressure gauges
• Filtration system
• Cooling system
• Overload protection
F. Rod Handling Equipment (Preferred) Preference may be given to systems that include integrated rod handling features such as:
• On-board crane or lifting device for rod handling
• Integrated rod-spinner or automated rod connection system
G. Safety Features The system shall include standard safety features including:
• Emergency stop controls
• Programmable maximum pull force limits
• Automatic shutdown or overload protection to prevent over-pull conditions
H. Size and Transportability The system shall be designed for transport and deployment in municipal right-of-way environments. Compact designs that allow transport via trailer or standard equipment transport vehicles are preferred.
2.2 Bursting and Splitting Tooling
The Contractor shall provide a complete set of bursting and pipe splitting tools compatible with the pulling rig.
A. Bursting Head The system shall include cone-type, pyramid-type, or equivalent bursting heads suitable for fracturing existing host pipe materials.
B. Expander Cones Expander cones or equivalent devices shall be provided to facilitate upsizing. Cones should be sized appropriately relative to the outside diameter of the replacement pipe.
C. Splitting Capability The system shall include interchangeable splitting blades or pyramid heads suitable for splitting ductile iron, PVC, or HDPE host pipes where bursting alone is insufficient.
D. Materials Bursting and splitting tooling shall be constructed of hardened steel, carbide-reinforced steel, or equivalent durable materials suitable for use in abrasive or clay-based soils.
E. Connections Tooling shall be compatible with the pulling rod system and replacement pipe connections through threaded, quick-attach, or equivalent high-strength connection systems.
F. Tooling Range The proposer shall provide tooling compatible with pipe bursting operations within the following representative size ranges:
• 6-inch to 8-inch
• 8-inch to 8-inch
• 8-inch to 12-inch
• 12-inch to 12-inch
• 12-inch to 16-inch
• 16-inch to 16-inch
• 16-inch to 20-inch
• 20-inch to 20-inch
Replacement pipe utilized by the City will typically consist of 8-inch through 20-inch HDPE pipe
(PE4710, DR11).
2.3 Pulling Rod System
