About this file

This document is a pre-solicitation meeting PowerPoint presentation for the City of Dallas, specifically for the Dallas Police Department's procurement of ammunition. The solicitation (BD25-00028853) is for a sixty-month Indefinite Delivery/Indefinite Quantity (ID/IQ) master agreement for ammunition and explosive ordnance, with goods to be ordered on an as-needed basis. The pre-bid meeting occurred on November 18, 2025, at 11:00 AM, with questions due by 3:00 PM on November 21, 2025, and bid submissions due by 1:00 PM on December 5, 2025. The procurement will be conducted through the Bonfire online solicitation portal, with bidders required to submit all proposals and correspondence through this platform.

The solicitation includes a local preference program that allows local firms to be considered for award if their bid is within 3% of the lowest bid for contracts over $500,000 for goods, or within 5% for contracts under $500,000 for goods or services. The City of Dallas will evaluate bids based on the lowest responsive and responsible bidder criteria. The procurement process involves multiple stages, including buyer review, solicitation advertisement, evaluation, potential negotiations, and final council approval. Bidders are advised to ensure their Bonfire profile contact information is up-to-date and that their supplier names are consistent with state registration.
