About this file

This is a pre-proposal meeting presentation for the City of Dallas Office of Procurement Services regarding Solicitation No. BDZ26-00029387 for Comprehensive Medical Review and Personal Injury Analysis Services. The City is seeking qualified firms with physicians, nurses, certified medical coders, and engineers specializing in biomechanics or causation analysis to provide five-year comprehensive medical review and personal injury analysis services on an as-needed basis. These services include medical peer review, billing audit evaluations, causation analysis, and biomechanical reconstruction to support evaluation of personal injury claims arising from motor vehicle accidents, premises liability, constitutional torts, and other tort-related incidents. This solicitation is issued as a Request for Qualification (RFQ) with written questions due by 11:00 AM on January 23, 2026, and solicitation submissions due by 1:00 PM on February 13, 2026. The pre-proposal meeting was conducted on January 1, 2026, at 2:00 PM CDT, with the City Attorney Office and Office of Procurement Services presenting the solicitation process and timeline. The standard procurement timeline for RFQ procurements approximates six to nine months from solicitation to full contract execution.

The City will evaluate proposals based on the Most Qualified Proposer standard and will allow negotiations with selected firms. All submissions must be completed through the City's online solicitation portal, Bonfire, with required forms and additional documentation as requested by City staff. The City's Local Preference Program provides consideration to firms with principal places of business in Dallas or those meeting local workforce composition requirements, including at least 20 percent of full-time employees who are Dallas residents. All suppliers must comply with updated General Terms and Conditions, Living Wage requirements, and Insurance Requirements. The procurement process includes evaluation phases, supplier presentations, contract negotiations with the City Attorney's Office, City Council approval, and final contract execution with a stamped resolution from the City Secretary's Office.
