About this file
This is a market research questionnaire from the Defense Logistics Agency (DLA) Troop Support seeking vendor input for upcoming multiple award contracts under the Heavy Equipment Procurement Program (HEPP). The questionnaire is due by December 30, 2024, to Angela Beschner.
The HEPP program plans to issue solicitations across 9 distinct product groups: Material Handling Equipment, Sweepers & Scrubbers, Cranes, Construction Equipment, Fire & Emergency Vehicles, Agricultural Equipment, Trucks & Trailers, Snow Removal Equipment, and Portable Power Equipment. Key contract terms include anticipated 10-year contract periods with Economic Price Adjustment provisions capped at 10% annual increases. The questionnaire seeks information about vendors' business size, commercial catalogs, pricing structures, global support capabilities, delivery timeframes, warranties, and surge capacity. DLA specifically requires vendors to have FOB destination shipping capabilities, ability to provide overseas packaging, and capability to modify equipment for government-specific requirements like air transportability and special painting.
