About this file

This document is a specification for Secure Parking Construction General Requirements for the U.S. Secret Service (USSS).

The facility must accommodate a stated number of vehicles in an environmentally controlled location protecting vehicles from weather and temperature extremes. All access routes require a minimum vertical clearance of 6 feet 8 inches and load-bearing capacity of at least 11,500 pounds per parking space. The overall space allocation must provide adequate room for safe navigation of 6'8" by 19' vehicles with approximately 9'6" per vehicle, including 2 feet of clearance on each side. Walls must be constructed of heavy gauge (9 gauge) or equivalent chain link fence supported by steel pipe, covered with opaque visual deterrent material for full visual separation from non-USSS areas, with solid walls potentially required depending on location and security needs. Vehicle access should utilize rollup doors where height permits, or folding/rolling chain link partitions, or swing gates if space is constrained. Personnel access requires steel doors in steel frames (16 gauge minimum). All access provisions must accommodate Medeco 6 pin Large Format Interchangeable Core lock systems and Intrusion Detection System (IDS) sensing equipment.

Electrical and data infrastructure must include 1-inch or greater wide-sweep EMT conduits connected to communications closet and electrical sources. A ¾-inch plywood backer board or free-standing securable rack must support mounting equipment including cameras on all vehicle sides and entries, security arming keypads at entrances, IDS door monitors, and duress buttons. Data power support requires multiple 20-amp dedicated circuits with two four-gang outlets, plus one 20-amp convenience duplex outlet. Vehicle electrical provision includes either ceiling-mounted boxes with one 110V 20-amp circuit per vehicle or wall-mounted duplex outlets per vehicle, plus one accessible convenience outlet. Lighting must provide 30 footcandles (FC) for coverage with a minimum 15 FC across the entire controlled space, with switches located at entrance and within the space.

Secure Parking Construction General Requirements

The confines of the chosen location will allow parking the stated number of vehicles within an environmentally mitigated location to protect the vehicles from exposure to weather and temperature extremes.

Access: All routes leading to and into the secure location will need to have a minimum vertical clearance of 6 Feet 8 Inches.

Weight Capacity: All routes leading into the space must have a load bearing capacity of no less than

11,500 pounds and the storage area must accommodate this load for each parking space protected.

Adequate Space: The overall allotment will afford space to allow adequate room to navigate 6’8” by 19’ vehicles safely into the spaces and enough space to enter, exit, and circulate around the vehicles while parked. Estimated space needed per vehicle is 9’ 6”, this spacing provides 2’ of clearance on each side of each vehicle.

Walls: The walls of the cage will be heavy gauge (9 gauge) or equivalent chain link fence supported by steel pipe. The fence will be covered with an opaque visual deterrent that provides full visual separation from the non USSS space of the adjacent area. Depending on location and situation solid walls may need to be constructed to achieve the necessary security of the vehicles.

Vehicle Access: Access to space should have a rollup door if the height allows. If height is limited and width allows a folding or rolling chain link or similar partition with visual deterrent can be installed. If the height and width are not adequate, then swing Gates can be used. Any door or access provision will need to be able to be fitted with a locking mechanism that can support a Medeco 6 pin Large Format

Interchangeable Core lock system and Intrusion detection system (IDS) sensing equipment.

Personnel Access: Personnel access to the space should be steel doors in a steel frame, 16 gauge minimum. All doors need to able to be fitted with a Medeco 6 pin Large Format Interchangeable Core lock system and Intrusion detection system (IDS) sensing equipment.

Electrical and Data Support: Each vehicle storage location will be provided a ¾ inch plywood backer to mount equipment located on a vertical wall within the confines of the storage area or a free-standing securable rack. This backer will be sized and located based on the number of vehicles enclosed and local condition requirements. The rack will be the termination point for power and data conduits if a suitable wall is not available for a backer board. The provisions below are general in nature and additional requirements may be needed based on the location and construction of the facility.

DATA: 1 inch or greater wide-sweep EMT conduits connected to a nearby communications closet and electrical source to provide power and fiber connection to the security monitoring system. The conduit will connect to detailed enclosures on the plywood backer board or to the rack based on final configuration. Conduits will be run from the detailed enclosures to mounting boxes to support the following IDS Connections through 1” or ¾” EMT conduits based on needs

1. Cameras: Location(s) sufficient to provide camera coverage on all sides of the vehicles and entries to the space. Enclosure TBD

2. Access: Security arming keypad mount to be located outside the entrance(s) to the vehicle storage location. Enclosure TBD

3. Monitors: IDS Door monitor location(s) based on final construction. Enclosure TBD

4. Duress Buttons: TBD based on design

Data Power Support:

1. IDS: Multiple 20A Dedicated circuits will be provided at the wall mounting board or rack based on the needs of the system. Normally Two four gang outlets on two dedicated circuits.

2. Convenience: One 20A convenience duplex outlet located at or near the plywood backer

Electrical: Each vehicle storage position will be provided 1-inch EMT conduits or equal connected to a secure electrical source to provide power to maintain the vehicle installed equipment. The conduit will be terminated in enclosures at the following locations

1. Either:

a. a ceiling mounted box with hanging outlet whip provided with one 110V 20 Amp Circuit per vehicle

b. one wall location with one 110V 20-amp circuit duplex outlet receptacle per vehicle easily accessible to the vehicle

2. One easily accessible convenience outlet located within the storage location

Lighting: The building lighting control will be removed from the cage and replaced with a locally controlled lighting system with a switch located at the entrance and within the space. Lighting will be installed to provide 30 FC of light for coverage and a minimum 15 FC over the entire area of the controlled space.
