About this file
This is a Memo to File documenting the justification for extending a federal real property lease without competitive bidding under the Simplified Lease Acquisition Threshold (SLAT) authority.
Lease number LMI18146 is scheduled to expire on February 15, 2026, and the government requires a 36-month extension. The estimated net annual rent falls within SLAT limits, permitting the extension without full and open competition under GSAR 570.405. The extension is justified on cost-based rationale, as lease extensions represent necessary short-term contracting actions that protect the government's occupancy rights and avoid costs associated with holdover tenancies and relocation. The contracting officer determined that the government cannot reasonably recover relocation costs through competitive procurement of a separate short-term lease. The selected justification for proceeding without competition is that the government encounters unexpected delays outside its control in acquiring replacement space. The document indicates the leased space serves a unique mission requirement that cannot be satisfied through alternative locations, though specific mission details are not completed in this draft. The memo was prepared by Kiomi Kunugi, Leasing Specialist, and approved by Thomas Nisivaco, Lease Contracting Officer, though signature dates are not filled in.
